Project Objectives • Two TCL Skills Council meetings in 2014 (+ 1) • 4 Reports • Bi-lateral or tri-lateral activities • Broadening the Council composition with new national ISPs • Final conference in December 2014

Activity 1 OUTCOMES OF THE HARMONISATION WORKSHOP: Thereislot of complementaritybetweenSkillsCouncil, the Skills Panorama and ESCO. So, thereis a recognisedneed from all parties, social partners and the EU Commission (DG EMPL, EAC, MARKT and ENTER) thatweneed to work on a common denominator and a common understanding on the differentexisting and parallelinitiatives. Long termsustainability: Skillscouncilneedresources to continue their work of skillsanticipation and filling the skillsmismatches, in order to do this, the EU Commissionshouldsupport social partners on a continuousbasis
Activity 1 OUTCOMES OF THE HARMONISATION WORKSHOP: SkillsCouncil are notonly data collectorsbut are technicalbodiesworkingtogether with social partners with a view to produce consistent information and intelligence on skills with a view to increase job opportunities and reply to companies needs for a qualifiedworkforce in line with the labour market demands. SkillsCouncil must be strategic and notreactive to changes; Thereis a need for a strategic and long-termvision for the future of the sectors. In order to ensurethis, the sectoraldimension must be fostered.
Activity 1 OUTCOMES OF THE HARMONISATION WORKSHOP: SkillsCouncilshouldactassentinels, alerting on skillsneeds and changesbut social partnersshouldact with policy recommendations ithas to be clearhowwe are going to use the outcomes of all EU Initiatives on skills , outcomes are to be tangible, respond to the sectoralneeds and havesufficientresources to be translated in concrete actions.

Activity 2 • DISCUSSION: • First council meeting: discussion of the detailed work plan for the following 9 months of activities • Second council meeting (September 2014): • intermediate evaluation of the status of project activities • evaluation of the information gathered and elaborated in the Researches and Reports as in project phase 3 • detailed planning of the annual conference

Activity 3 Report 1 - Employment situation of the COMMERCE sector including forecasts and trends Report 2 - Evolution of the COMMERCE sector's occupations and the associated skills Report 3 - Innovative tools, national and regional strategies, initiatives, methods to monitor skills needs and address skill mismatch and gaps Report 4 - Recommendations of the European sector skills council
Activity 3 REPORT n° 1 The report will be presenting the employment situation of the sector including forecasts and trends. This information will, to the extent possible, be presented into sub-sectors, occupations and countries (regions). The report should be essentially data-driven, with synthetic description and analyses.
Activity 3 REPORT n° 2 The report will be presenting a more qualitative assessment of the evolution of the sector, focusing on the evolution of the sector's occupations and the associated skills. It will contain information about emerging jobs, a review of factors affecting the changing nature of jobs, a synthesis of available scenarios. This report should draw on available information from national sector skills councils, such as employers' surveys and foresight techniques
Activity 3 REPORT n° 3 The report will be describing innovative tools, national and/or regional strategies, local initiatives, methods put in place by members of the council to monitor skills needs and address the question of skill mismatch and gaps. The report, if possible, will also include national experiences from members of the EU sector skills council on mechanisms to meet skill needs from an employer’s perspective or successful experiences in using labour market intelligence to close the skills gap. In addition, the report can also focus on specific themes related to skills gaps and mismatch that reflect the interests of the EU sector skills council.
Activity 3 REPORT n° 4 The report will be regrouping the recommendations of the European sector skills council based on the information collected and the analysis done as part of the reports and as a result of discussions between council members.
