  3. During the 1920’s, the British Government abandoned its support for a Jewish homeland in Palestine. The war was over and won. Keeping the Arabs happy was more important. Many Jews were moving to the United States, not Palestine. There was lots of empty land and very few Jews. Did the Jews really need their own homeland?

  4. In June 1922, a White Paper was published by the British government. (Churchill Paper) 政府の政策 Seifu no seisaku "government policy" in Japanese 'Unauthorized statements have been made to the effect that the purpose in view is to create a wholly Jewish Palestine. Phrases have been used such as that Palestine is to become "as Jewish as England is English." His Majesty's Government regard any such expectation as impracticable and have no such aim in view. They would draw attention to the fact that the terms of the Declaration referred to do not contemplate that Palestine as a whole should be converted into a Jewish National Home, but that such a Home should be founded "in Palestine."

  5. Why did the British Government issue such a statement? Arabs were angry and concerned about Jewish Immigration. 1920 and 1921 Arab uprisings had occurred. Why were the British more interested in making the Arabs happy rather than the Jews? Arabs = 990,000 vs Jews= 150,000 - 1929

  8. The riots started with rumors about the Jews wanting to control the Western Wall. The real cause was building tension amongst Arabs regarding Jewish immigration. The British investigate and determine that stopping Jewish immigration would solve the problem. The Zionists strongly opposed this suggestion and pressured the British government to stop limits on immigration all together. Now the Arabs are getting very angry.

  9. Meanwhile in Europe…. 1933 - Adolf Hitler comes to power and begins establishing anti-Semitic policies. Jews are excluded from public office. Attacks against Jews and Jewish businesses begin. During the 1930’s, more and more Jews flee Europe and go to Palestine.

  10. 1936 riots.

  11. The British investigate the causes of the riots and send more troops to try to establish peace. The situation in Europe is deteriorating. Hitler is preparing for war. The League of Nations is powerless. The British are under lots of pressure to keep the Arabs happy as they might ally with Germany.

  12. A White Paper is issued in 1939 that states only 10,000 Jews per year for the next 5 years may immigrate to Israel. After 5 years, the Arabs must agree to further Jewish immigration. Both Arabs and Jews rejected the White Paper’s suggestion. Contradicted the mandate – Jews needed a safe place “Homeland”, especially the one’s fleeing Europe. Jews – Arabs - Wanted full independence and stop all Jewish immigration all together.

  13. 1939 – World War Two starts. (Nazis Invade Poland) Some Arabs collaborated with Hitler, especially in Palestine. Adolf, what am I going to do with all these Jews coming to Palestine? Grand Mufti of Jerusalem meeting Hitler (1939).
