RAF/9/038: Final Co-ordination Meeting Status of Development of Regulatory Infrastructures Madagascar has a Law and four application decrees. Madagascar is revising the Law for ensuring full compliance with IAEA standards. The regulatory body established by the Law is not yet in place. “Institut National des Sciences et Techniques Nucléaires(INSTN)” discharges regulatory functions and responsibilities (national register, licensing, control, waste management and public information) until the Regulatory Body is in place. At the national level, cooperation takes place with Prime Ministry, Customs and Public Security Departments, Civil Protection, Ministry of Justice, Ministry of Health. The decree N°2012-1112 on reorganization of “AutoritéNationale de Protection et de SûretéRadiologique (ANPSR)” has been promulgated in December 2012 to delegate the mission of ANPSR, the Radiation Protection Authority in Madagascar to the INSTN. A new Direction for Radiological Safety and Nuclear Security (DSRSN) will be implemented at INSTN for ensuring the mission and attributions of ANPSR.

RAF/9/038: Final Co-ordination Meeting Challenges: • Training / understanding: Staff has been received training on SAT methodology through participation to the regional trainings/workshops. • Personnel : Additional training required Limited number of staff /limited number dedicated to SA. • Time: Time short and needs to be extended particularly with limited number of staff • Technology (computers, etc.) • Technical (software, question-sets) • External (i.e. other organisations, cooperation, etc.): none
RAF/9/038: Final Co-ordination Meeting Outcomes and outputs to date: SAT is : - Found to be useful for improvement of regulatory activities. - A useful tool to assess the compliance with international standards - A motivation to perform regular quality checks and internal audits - Credible tool to motivate improvements - Capacity building tool in terms of IAEA standards, and regulatory processes and procedures. - Useful tool for establishment and management of regulatory infrastructure SAT provides opportunity to discuss and share experiences nationally and between MS.
RAF/9/038: Final Co-ordination Meeting Outcomes and outputs to date: A decree for reinforcing and strengthening the effectiveness the Regulatory infrastructure has been promulgated in December 2012. Organisation of INSTN should be changed by implementing of new Direction which is in charge of the Activities and responsibilities of the Regulatory Body
