Five Important Messages from International Experience • Major spills are rare but can happen • Pre-planning response processes is vital • Clear authority and control are essential • Risk-based contingency planning is proven to be effective • Involving regional/international support improves response effectiveness
National Planning in Kazakhstan • A new National Plan is under development • Various workshops and meetings in 2011 • Involves coordination across government • Framework for industry’s contingency plans • Building block for regional cooperation • Consideration being given to ratifying key international Conventions
Caspian Sea region • Signing and implementation of the Oil Spill Protocol to the Tehran Convention: • 12 August 2011 • Mandates a regional cooperation mechanism • Implementation will be a very positive development
