3. Economic Development and Regeneration Regeneration and economic development have always been closely related and are often confused. We want to end that confusion. Not all activity that promotes economic development is regeneration and evidence from the last 30 years shows that economic inclusion does not necessarily follow from wider economic growth.
4. Some thoughts on the issue
People can be advantaged or disadvantaged; places are locations to live in, invest in, or not
Peoples disadvantage is caused by a mix of who they are and where they live
Places can cause disadvantage through:
lack of quality services schools, banks, clinics
availability of accessible jobs
prevailing culture
A lot of barriers people face are not caused by where they live; their income/health/skills/confidence and other characteristics affect where they can live

Tackle market failure
Focus on wider areas strengths and opportunities
Create labour market opportunity and dynamism creating space at the bottom
Support enterprise and investment
Make travel to work easier
SHOULD NOT
Try to overcome the market
Assume that all investment must be in deprived areas to benefit people from those areas
7. RDA Comments on Regeneration Framework Helpful but approach to regeneration is still too narrow
Not clear how the proposed maps will add value to existing evidence and analysis
Still issues with policy alignment with other key Government departments (transport, skills etc)
Importance of the private sector is not well articulated and should be strengthened
Needs further clarification on the implementation of the Framework, including links to existing strategic frameworks, regional flexibility and local and sub-regional capacity

There is a strong geographic correlation between areas of concentrated deprivation and areas of concentrated social housing.
11. Local Authorities Key leadership role in localities
Key to delivery of better outcomes for communities
Fundamental to place shaping
Agencies must (and do) work in partnership with localities/ local authorities
Many things need to be done in real economic geography and therefore via groups of local authorities
Not everything best delivered locally (business support, enterprise support, inward investment etc)
