  2. Task Force Focus Measure: Ensure 60% of Idaho Workers obtain a certificate, industry recognized credential, apprenticeship or degree beyond high school by 2020. Benchmark: In 2009 30% of Idahoans had Associates degree or more.

Recommendation #1 Credit Process for Prior Learning Create a statewide portfolio approval process for awarding credits based on prior learning and experience • Rapid change in higher education (MOOC’s, streamlined degrees) • To limit cost, degree or certificate attainment must be quick, effective and efficient • Active industry participation

  6. Recommendation #2 Education Transparency Metrics Develop, publish and deliver to students, parents and policymakers data on education outcomes: • Employment and wage outcomes of graduates • By degree and by educational institution

  7. Actions - Recommendation #2 Longitudinal Data System Grants • State Board of Education • Idaho Department of Labor Data Elements Identified System Linkages Established • Manual Process Current Focus – Automate Linkages Future Focus – Points of Distribution

  8. Recommendation #3 Career and College Counseling Commit financial resources to support innovative and evidence based career and college counseling programs

  9. Actions - Recommendation #3 College Access Challenge Grant Provide need-based grant aid Increase student access Foster statewide educational collaboration Provide professional development opportunities

Recommendation #4 Industry Sector WDTF grant program Support a grant program to fund partnerships between industry sectors and academic institutions to prepare workers for specific employment opportunities. • Leverage Workforce Development Training $$$ • Incentivize industry and education partnerships • Meet industry workforce pipeline needs • Creates continued education pathways • Connect students with higher wage jobs

  11. Actions - Recommendation #4 Industry Sector Grant Criteria Developed Request for Proposals Released July 15 Grant Awards to be Announced Nov. 1 Future – Review Outcomes for Process Improvement

  12. Recommendation #5 Career Readiness Tools Establish a team to determine if and how a career readiness tool could or should be adopted in Idaho. The team could explore: • Available tools such as ACT National Career Readiness Certification • Costs of adopting such tools • Effectiveness in other states

Actions - Recommendation #5 • Development of draft workplace readiness standards for Professional-Technical Programs • Pilot test of assessment tool • Engagement with CTECS, Virginia, and Nevada • Identification of team leader for continuity of work • Dr. Rob Lohrmeyer - Dean of Professional-Technical Programs, Lewis-Clark State College - Co-chair, Education Attainment Task Force Subcommittee

Recommendation #6 Industry Advisory Committees Improve the existing Professional-Technical Education industry advisory committees at secondary and postsecondary schools by: • Standardizing approach and guidelines • Assuring best practices for meaningful industry participation and influence in setting curriculum

Actions - Recommendation #6 • Not limited to advisory committees • Establishment of a “playbook” • Industry Workforce Needs Council • Networking • Commerce, Labor, Education, IBE • Relationship and partnership building • Where is it working now and why? • Reliance on individuals and local progress • Progress to date at DPTE • Draft best practices established • Handbook revisions underway

Recommendation #7 Credential Benchmark Survey Create and implement a survey to provide a benchmark for industry recognized credentials and details on “some college” attainment. • Need data to see progress towards “60% Goal” • SBOE and IDOL have dollars to conduct survey (Longitudinal Data Grant) • Need to determine what info and how to collect

  17. Actions - Recommendation #7 Funding - SBOE Statewide Longitudinal Data Systems Grant Preliminary Survey Questions – Under Development Additional Data Connection • Idaho Department of Transportation - Motor Vehicle License Database

Recommendation #8 Industry/Education Partnership Event Create an annual Industry/Education Partnership event • Establish cycle/schedule for business and education to engage with each other • Event breakout sessions focused on specific industry sectors • Opportunity to have industry communicate workforce/skill needs to training providers

  19. Actions - Recommendation #8 Initial Discussions • Industry-led Activity Scope and Size Part of Larger Economic Strategy…or an Outgrowth of Regional Efforts…or Something Else?? Create Small Group to Develop Approach

Seven Other Ideas – for Later • Support SBOE and PTE on Career Ready system improvements and Complete College initiative • Increase focus on badge certification for industry skills and authentication • Consider joining “Pathways to Prosperity” network • Offer compressed-time classes and training • Influence regional accreditation standards and processes regarding credits for alternative learning • Investigate tools to aggregate credit • Improve connection between districts and colleges to increase dual credit and other opportunities
