1. 9-3 The Federalists in Charge Washington Retires In Washington’s farewell address he said, “let me warn you against the harmful effects of the spirit of party.” Foreign policy- relationships with other countries Washington warned the nations leaders to “steer clear” of alliances with other nations.

2. Growth of Political Parties Political party- a group of people that tries to promote it’s ideas and influence government

3. John Adams Takes Office In 1796, the U.S. held it’s first elections in which political parties competed. John Adams- Federalist vs. Thomas Jefferson- Democratic Republican John Adams won and became the first President to govern from Washington D.C.

4. Problems With France With Britain and France still at war, the French began seizing U.S. ships. When Adams sent delegates to meet with them, the French demanded $10 million and a bribe to the French minister. This became known as the XYZ Affair. Congress instead increased funding to expand the army and navy.

5. The Alien and Sedition Acts To silence their critics, the Federalist Congress passed the Alien and Sedition Acts in 1798. Increased waiting period to become citizen from 5 to 14 years. Gave President power to arrest and deport disloyal aliens during wartime Outlawed sedition, saying or writing anything harmful or false about the government.

6. States’ rights- states have rights that the federal government can not violate. Jefferson and Madison wrote proposals in that were passed in Virginia and Kentucky that nullified the federal law within that state.

7. Peace with France John Adams reopened talks with France. Both sides signed the Convention of 1800 which cleared the way for their ships to sail the ocean in peace.
