JPSS Program Plans • Suomi-National Polar-orbiting Partnership (S-NPP) • Five Sensors (VIIRS, CrIS, ATMS, OMPS, CERES) • S-NPP will use Command, Communications & Control (C3S) through Svalbard • Satellite products include those delivered by JPSS contractors and NOAA unique products (NUPs) developed by NESDIS • NOAA/NASA will develop JPSS series for 1330 Orbit • NASA will procure and integrate JPSS for NOAA • NOAA leads algorithm development and Cal/Val • JPSS-1 will be similar to S-NPP • Does not have OMPS-L sensor • JPSS-1 will use Svalbard and McMurdo for data dumps • JPSS-2 and beyond will be procured through a new contract • Polar Free Flier will be a NESDIS/OSD and NASA project • SARSAT, A/DCS and TSIS

  5. Mission NDE MISSION: The NDE Project’s primary mission is to provide near real time products derived from NPP observations to NOAA’s operational and climate communities and other civilian and U.S. government users.

NDE System Objectives • Disseminate S-NPP Data Records to users • Generate and disseminate tailored S-NPP Data Records (versions of Data Records in previously agreed alternative formats and views) • Generate and disseminate NOAA Unique Products (augmented environmental products constructed from S-NPP Data Records) • Deliver NOAA Unique Products, product processing elements, and associated metadata to the NOAA Comprehensive Large Array-data Stewardship System (CLASS) for long-term archiving • Assist user systems with the implementation of S-NPP data • Assist end-user preparedness for S-NPP data • Develop a sustainable system that meets its user needs • Provide software for S-NPP Data Record format translation and other data manipulations

NDE and EUMETSAT Activities • Dec 2006: provided EUMETSAT the NDE Preliminary Design Review package and began providing product information • Sep 2007: EUMETSAT (Simon Elliot) attended NDE Critical Design Review • Apr 2009: EUMETSAT (Ken Holmlund, Gareth Williams) visit to NSOF • Discussed ITAR issues • Provided S-NPP Data Volumes spread sheets • EUMETSAT proposed getting S-NPP data from NDE and service the European users • Proposed upgrade to EUMETSAT server at NSOF and comm links to Darmstadt, Germany • Aug 2010: Provide EUMETSAT NASA web site with S-NPP documents http://jointmission.gsfc.nasa.gov/project/science-documents.html • Public release documents with sensor spectral information and product formats • Dec 2010: EUMETSAT visit to NSOF • Feb 2011: ATMS spectral response function document released to EUMETSAT

NDE and EUMETSAT Activities (cont.) • Mar 2011: EUMETSAT identified a sub-set of S-NPP products and indicated they did not want to upgrade their server and comm links until after Metop-B launch and checkout • Oct 2011: Cal/val meeting with JPSS and EUMETSAT • Discussed data transmission options • Proposed Internet for initial S-NPP products • Long term plan upgrade EUMETSAT server at NSOF and comm links to Darmstadt, Germany • Jun 2012: ATMS and CrIS radiance data provided to EUMETSAT continuously • Data available on EUMETCast and Global Telecommunication Service (GTS)

NDE and EUMETSAT Activities • Aug 2012: EUMETSAT visit to NSOF • Discussed product priorities and requirements • Focused on Sea Surface Temperature and Ocean Color data availability, requirements and testing strategy • Proposed Internet2/Geant network connection as a potential way to move larger volumes of S-NPP data; wouldn’t replace updated operational comm links • Nov 2012: Update provided at NOAA-EUMETSAT IJPS meeting • NOAA currently provides EUMETSAT data over the Internet • Due to reliability issues NOAA and EUMETSAT have to evaluate the impacts of adding more products over the Internet • Problem will be partially mitigated when EUMETSAT upgrades link (i.e., TAT link) to NSOF • 50mbs upgrade will not be able to handle all EUMETSAT data requirements (e.g., multiple VIIRS imagery)

Archived S-NPP Data • NOAA’s archive IT system: Comprehensive Large Array-data Stewardship System (CLASS), http://www.class.noaa.gov/) • JPSS delays delivery to CLASS by 6 hours • CLASS normally makes data available to users within 24 hours • NOAA archives • raw, sensor and environmental data records (RDRs, SDRs, EDRs) • ancillary and auxiliary data • software release packages • Registered calibration and validation team members have immediate access to new data sets • Registered public users have access after JPSS Program Office declares products have reached beta status

Near Real Time S-NPP Data • NOAA’s S-NPP Data Exploitation (NDE) Project • NDE serves the near real time user community on an 8x5, best-effort basis • NOAA’s Office of Satellite and Product Operations (OSPO) provides a 24x7 Help Desk facility to report anomalies • ftp-s protocol per RFC 4217 (encrypted control, unencrypted data), push and pull • NOAA will transition NDE to operations in late-July 2013 • Current capability is not monitored on a 24x7 basis • NOAA is preparing a S-NPP Ground System remote backup capability in 2015 • Users must: • Submit S-NPP Data Access Request (DAR) Form to NESDIS.Data.Access@noaa.gov • User must establish a network point of presence at Suitland, MD facility and provide communication capabilities to user facility. Limited tests may be conducted via Internet. • Direct Readout Capability (X-Band) can be used to receive NPP in regional areas • The Community Satellite Processing Package-Direct Readout Science Processing Algorithm (CSPP-DR_SPA)

Near Real Time S-NPP Data (cont.) • Global Telecommunications Service (GTS) & EUMETCast • EUMETSAT redistributes/makes available NDE test CrIS and ATMS radiance sensor data records in BUFR format on GTS and EUMETCast (Activated on 31 July 2012) • GTS is used for operational international exchange of meteorological data between National Centers • EUMETCast is a satellite multicast system using DVB-S technology. Users register for access via EUMETSAT

  22. EUMETSAT Agreements/Requirements • Agreements • Initial Joint Polar System Agreement (IJPS) – signed 1998. See http://projects.osd.noaa.gov/IJPS/ • Joint Transition Activities Agreement (JTA) – signed 2003. • NOAA will make NPOESS data available to EUMETSAT • Requirements • Jan 2012: Data Access Request Form requested ATMS and CrIS in BUFR and Cloud Fraction Height in NetCDF4 • EUMETSAT provided consolidated list of S-NPP satellite product requirements

NPP Product Maturity Levels • NESDIS does not use NPP product maturity levels as defined by JPSS • We use Developmental, Pre-operational and Operational product status • JPSS believes NESDIS should establish a process for declaring operations; may be different criteria between NOAA and Dept of Defense • NESDIS will propose operational status using the Satellite Product and Services Review Board (SPSRB) process Ready for ops eval
