Process reporting • Guidance in building qa is helpful • Analysing the indicative descriptors is useful • Tools and experience of earlier work speed up the peer learning and exploring the implementation • Indicators are already being used in countries but in various ways and with different emphasis.
Process reporting continued • Europeanframeworkhelps to give a boost onnational level to ask VET providers to account forsatisfactionrate, succes rate and soon. • Constraint: reluctance to bebenchmarked at national level. Somecountrieslike Finland alreadypracticethis, othersfindit a challenge. • The currentwork to developguidance tools in the twoworkinggroup is usefulfor peer learning and to assist NRP in theirwork.
Process conclusion • The work has only started and the exercise of learning to understand quality assurance with the descriptors and indicators should be carried through in widening circles: the network and experts on European level, the national stakeholders, the VET providers themselves, the teachers and trainers, the social partners.

Green light for compatibility • Talking the same language, using the same pair of eyes, sharing the mind set on quality assurance. Phases for development: from understanding, to interpreting the meaning, to deciding on action. Voluntary transparency, respect for diversity and national, regional context. But compatibility is necessary, therefore peer learning, reflection and action is needed. A green light is recommended.
Drivers of change on European and national level • Different networks operate nowadays to realise the shift to learning outcomes on EQF, EQAVET, Europass, ECVET and apl. In the work of these networks that are active on different levels from policy makers, coordination points, and users. To have a more integrated approach, more coordination and cross links are needed between the different parts, so that the eqf networkers explore quality assurance and the other way around, that e.g. eqavet networkers explore where ecvet or apl fits in.
