  2. MoDOT Online Express MoDOT’s web-based system fully Integrates five programs: • IRP • IFTA • Operating authority • Safety and compliance • Overdimension/overweight permitting

  3. Online Express for OD/OW85% of all applications are submitted online • All but 3 types of annual blanket permits are automatically issued. • Agents evaluate the route the system generated based on restrictions and rules. • We are developing an update to auto-issued permits.

  5. Common Customer Database • When a customer fills out an online application, the system checks their status. • Any customer who owes money to any program or is non-compliant, is not allowed to submit OD/OW applications.

  6. Applying for a permit • Customers enter either their customer ID or USDOT number, then other fields populate automatically with their unique information.

  7. Submitting Permits Online • Customers can pay by credit card or deduct fees from escrow accounts. • They check remaining funds with the “balance” button. • Applications aren’t accepted if the escrow balance is insufficient. In that case, the customer is told to change the payment type.

  8. Delivery of Permits • Online Express faxes and/or e-mails permits • Applications submitted online can be sent back electronically if we have questions or there are problems with the route

  9. Tracking Vehicle Units • Online Express contains a database of vehicles for each customer. They can add, delete or change license numbers, VINs or make and model. • By selecting a license number, the system will auto populate the VIN, make and model of vehicle.

  10. Applying OD/OW Business Rules • Online Express uses the information customers report to calculate load dimensions and overall dimensions. • Using Missouri rules, it determines if the load is permittable based on the weights and spacings entered,

  11. Automatic ODOW Routing • Online Express determines the best route for the load based on width, height, weight and road restrictions on designated routes using our business rules. • We are auto issuing single trips – state to state – if using the interstate system.

  12. Auto Routing • Customers enter start and end locations and leave “*” in the directions field. This tells the system to find a route. • Online Express checks for height, width, weight, road restrictions and designates a route based on our business rules.

Generating Route • If a customer is unsure where they are beginning on a specific route they enter the route name, hit “Tab” and click on “Lookup”. • Online Express pulls all routes that junction with the given route, listing all towns along the selected route, points of interest we have entered and if on an interstate, all exits.

Generating Route • Customers highlight the correct location and click “ok”. • They repeat the same steps to report the ending location. • If the end point is not at a junction, the “miles” field reports the final distance from the junction and “proximity” reports the direction (i.e. west) from the junction.

  15. Road Restrictions • Road restriction information is entered by a designated person in each of MoDOT’s 10 geographical districts. • Online Express checks routes against the restriction database to find the best, if any, route an OD/OW load can travel.

  16. Curfews • Online express can apply weekend and holiday curfews based on the dimensions and routes that are entered.

  17. PDF Publication • If a customer does not receive the faxed or e-mailed copy of their permit, they can access a PDF copy and print or e-mail it.

  18. Repeat Moves • Customers can open their permits as templates, instead of retyping information for repetitive moves.

  19. Remember and Recall • If a customer gets interrupted while entering an application, they can click on “remember.” • When they are ready to resume working on the application, they click on “recall” to finish and submit.

  20. Paying by Credit Card • Customers use a payment portal, to invoice the permit and apply payment to a credit card. • When payment is received, Online Express releases the permit.

  21. Superloads • Superloads can be submitted online. • Agents look over the application and double-check the route for height and width restrictions. • If the load is overweight, the agent places the application on hold for our Bridge department for study.

  22. Hold • We have the ability to place an application on hold, with notes that only a supervisor or senior agent can access. • We can place the application on hold for insurance. • When the application is returned for questions it is placed on hold for our customers.

  23. Customer Controlled Reports • Customers can create their own reports to see how many permits have been issued during a specific period of time. Those reports are created in Adobe PDF format and include permit numbers, the permittee name, fee, how it was paid for and the date it was issued.
