4. Purpose a) Assess to what extent the DaO in Uruguay is on track to achieve its targets against the strategic intent. b) Assess how the DaO initiative is contributing to national development goals. c) Identify challenges and lessons learned from the implementation of the DaO initiative in Uruguay. d) Make specific recommendations on actions that should be undertaken by key stakeholders in order to ensure effective and efficient implementation of the DaO in Uruguay.

7. Approach • The evaluation is formative and will focus on the process aspects of the DAO initiative. • The evaluation will adopt a highly consultative, interactive and transparent approach with stakeholders. • Triangulation of information and data across groups of stakeholders and individuals will be the key method to validate evidence, throughout the whole evaluation process. • The evaluation will adhere to the UNEG Norms & Standards.

8. Accountabilities and responsibilities

Evaluation Process Phase I – Inception: evaluation team reviews existing documentation, meets evaluation commissioners and prepares evaluation work plan, matrix and tools to be presented to EMG, Secretariat and Reference Group for discussion and finalization. Phase II -- Data Collection: through activities like interviews, document reviews, focus groups, or other methods considered pertinent by the EMG or the Secretariat with key informants, advised by the evaluation team. Phase III -- Analysis and Reporting: involves preparing the preliminary report and submitting it to stakeholders for revision of factual accuracy with the QAP, presenting the findings and conclusions to stakeholders and gathering feedback. The final report will be prepared and presented to the EMG.
