Student Achievement Initiative Goal: To increase student achievement for all residents of Washington State Purposes: • Improve public accountability by accurately describing what students achieve from enrolling in our colleges each year • Provide financial incentives to colleges for increasing the levels of achievement attained by their students Represents a shift from funding entirely for enrollment inputs to also funding outcomes
Momentum Framework As more students… increase their basic skills and college readiness, gain momentum from first year college success, finish college math and continue to earn credits in the second year, they will make progress and complete in greater numbers.
Achievement Measures • 1. Achieving college readiness • Increasing basic skills gains and transitions • Earning a high school equivalent credential or high school diploma • Completing a pre-college sequence (math and English) • 2. First year college success • Earning first 15 college level credits • Earning first 30 college level credits • 3. Completing a college-level math course
Achievement Measures • 4. Retention and progress • Returning and increasing achievement • 5. Second year college success • Completing 45 credits towards degrees • 6. Completions • Certificates • Associate degrees (technical, transfer) • Apprenticeship training
Students Eligible for Achievement Award Funds • Only students enrolled in your college in SMIS are measured and counted for your college. • These students are eligible for award funds: • All State Funded students • Running Start Students • All other funded students with B, F, G, H, I, M intents • Basic Skills Students are counted if federally reportable and in one of the above groups. • All International and Corrections students are excluded. Students not in SMIS (i.e.; Tech Prep) are excluded from point awards.
Funding: Awards: • 3 different dollar values for the 3 funding metrics: • Points per student = $A • Total points (less completions) = $B • Completions = $C • College Award: Points per student * ($A) + Total points less completions * ($B) + Completions * ($C) = Total Annual Award 9
Performance Funding • One time funding pool will be established • First awards for new points in Oct. 2014 for 2013-14 performance. • Awards do not stay in college’s base, but return to the fund the following year to be awarded again for latest performance. • Point award values will be set for each total point, points per student and completion.
