Summery of UN/ECE/WP29 149th–151th Plenary Meetings Since the last Meeting, Three WP29 plenary meetings were held 149th Plenary Meeting - Total 38 draft amendments to existing ECE regulations were adopted - One GTR(NRMM, Non-Road Mobile Machinery) was adopted as the 11th GTR 150th Plenary Meeting - Total 41 draft amendments to existing ECE regulations were adopted - Amendment of GTR No.6(Safety Glazing) was adopted 151th Plenary Meeting - Total 18 draft amendments to existing ECE regulations were adopted - Amendments of GTR No.3(Motorcycle Brakes) and GTR No.4(WHDC) amendments were adopted

General Statements of the149th Plenary Meeting Attendance Held 149th session from 10 to 13 Nov. 2009 - 32 countries, including Australia; Canada; Japan; People’s Republic of China; Korea; US and other countries from APEC region and European Community (EC) - 12 Non-governmental organizations, including OICA and IMMA, took part in the WP29 plenary meetings General Statements Ms. E. Molnar, Director of the UNECE Transport Division, encouraged the World Forum about the Round Table on global warming and transport scheduled to be held in June 2010 The Director noted that WP.29 would consider 40 amendments to Regulations, a new global technical regulation(gtr), three amendments to current gtrs and a proposal for draft Rule No. 2 Russian Federation informed the World Forum that his country had recently adopted a national technical regulation concerning safety of wheeled vehicles refer to the Regulations annexed to the 1958 Agreement and the 1998 Agreement

Highlight of the Recent Sessions of 149th(1) Highlight of the Recent Sessions GRB (50th Noise, 1-3 Sep. 2009) • OICA volunteered to try to provide the missing information in the EC database in • order to facilitate the consideration by GRB of noise limit values for Regulation No. 51 • - Mr. Theis (Germany) had been re-elected GRB Chairman for the 2010 sessions GRRF(66th Brakes and running Gear, 15-17 Sep. 2009) • The progress made by the group on tyre pressure monitoring systems (TPMS) • about diffusion test, the cumulative time necessary for the system to warn the • driver • GRRF had expressed the need to set up an informal group on heavy vehicle • braking approval • The World Forum gave its consent to set up the informal group and request the • submission of the terms of reference and time schedule for consideration • Mr. Yarnold (United Kingdom) had been re-elected GRRF Chairman for the 2010 • sessions

Highlight of the Recent Sessions of 149th(2) GRE (62th Lighting and Light-Signalling, 6-9 Oct. 2009) • With regard to the 1998 Agreement, GRE was evaluating the possibilities to develop • a new gtr regarding the headlamps such as LED Headlamps and to secure a technical • sponsor to steer this activity - Mr. Gorzkowski (Canada) had been re-elected GRE Chairman for the 2010 sessions GRSG (97th General Safety 20-23 Oct. 2009) • Proposed to set up an informal group regarding the gtr on motorcycle controls, tell • tales and indicators under the chairmanship of Italy • IMMA had volunteered to provide secretariat services for this informal group • The informal group should conclude its tasks by the end of 2010 • Mr. Erario (Italy) had been re-elected GRSG Chairman and Mr. Matolcsy (Hungary) • GRSG Vice-Chairman for the 2010 sessions

Reports of the149th Plenary Meeting (1) 1958 Agreement Vote of draft amendments to existing regulations - Total 38 draft amendments were submitted to AC.1 for vote - All 38 draft amendments were adopted 19 for GRE, 4 for GRSP, 1 for GRRF, 4 for GRPE, 10 for GRSG GRE • R6, R7 : Simplify the photometric provisions by specifying one maximum intensity • value of direction indicator lamps, front and rear position lamps • R19 : Amend photometric provisions of F3 fog lamp and heat resistance • test procedure (soaking time, etc) of fog lamp • R37 : Amend category and type of light sources and introduce new light • sources(H16, HS5A, PSX26W) • R45 : Amend for test procedure of headlamp cleaners for headlamp with LED • Modules • R48 : Amend limit for white light towards the rear, with the exception of reversing • lamps and white side conspicuity markings • R87(Daytime running lamp) : Amend size of type approval marking • R98, R112, R113, R123 : Amend test procedure of heat resistance • R99 : Allow selective yellow for HID Light sources

Reports of the149th Plenary Meeting (2) GRSP • R14(Anchorages of safety-belts) : Compulsory M1 and N, other categories optional • R16(Safety-belts) : Amend reference standard for test and specify test load • R44(Child restraints): Specify impact direction and impact area GRRF • R64 : Introduce TPMS(tyre pressure monitoring system) for M1 and N1 • Date of entry into force : new vehicle : Nov. 2012, exist vehicle : Nov. 2014 GRPE - R49(Emission of C.I. and P.I.(LPG and N.G) engines) : Introduce test procedure of GTR No.4(WHDC) Include On-Board Diagnostics (OBD) for gaseous-fuelled engines • R115(Specific LPG and CNG retrofit systems) : Specify scope of applying vehicle categories • (M2, M3, N2, N3) GRSG • R46 : Introduce indirect vision devices for L category • R66(Strength of superstructure) : Amend scope of vehicle categories(M2,M3, Classes II • or III or Class B) • R67 : Allow a heating system to heat passenger compartment which is connected to • the LPG-system

Reports of the149th Plenary Meeting (3) 1998 Agreement Consideration and Vote of draft GTRs : • - Draft GTR on NRMM(Non-Road Mobile Machinery) was adopted unanimously. • => GTR No.11 • - Amend GTRs : Specify Test procedure • GTR No.9(Pedestrain safety) : Add test description and insert figure • GTR No.4(WHDC) : Soaking time, weighing factor(cold/hot) : 10:90 or 14:86 • GTR No.5(On-Board Diagnostic Systems) Progress in the Development of New or Amending GTRs Pedestrian Safety(GTR No. 9) - Agreed to consider FLEX-PLI and waited a formal proposal Head Restraints(GTR No.7) - Agreed to prepare amendment of the 2nd Phase proposal to the next session Door Locks(GTR No.1) - AC.3 agreed to prepare amendment to the next session Tyre • - The provisions for light truck tyres and the marking were still pending • ETRTO & USA encouraged GRRF to find a solution regarding harmonized requirements • for passenger cars and for light truck tyre types
4. Reports of the149th Plenary Meeting (4) Exchange of Views Side impact • USA reported the outcome of a meeting held in Washington on 5-6. Nov. 2009 on associated dummy issues • - Submit a proposal to include side impact dummies into the work of AC.3 at the March • 2010 session • Proposal would include the research results of the WorldSID dummy • Request for the establishment an informal group for legislate GTR Proposal to develop a new GTR on Worldwide harmonized Light vehicle Test Procedures (WLTP) • AC.3 considered the proposal for the development of a gtr on WLTP • Adopted the proposal and requested prepare document including editorial • corrections and to transmit it to GRPE for consideration • Agreed that India and the USA should co-chair the WLTP subgroup on the • development of the test procedure (DTP)

General Statements of the150th Plenary Meeting Attendance Held 150th session from 9 to 12 Mar. 2010 • 34 countries, including Australia; Canada; Japan; People’s Republic of China; • Korea; US and other countries from APEC region and European Community (EC) • 9 Non-governmental organizations, including OICA and IMMA, took part in the WP29 plenary meetings General Statements Ms. E. Molnar, Director of the UNECE Transport Division,mentioned that WP29 to find a solution regarding the compatibility between the 1968 Vienna Convention and the vehicle regulations developed by WP29 Round table on climate change and transport will be held on June 2010 session and invited all delegates to participate to that round table Egypt announced that Egypt had initiated the procedure for the accession to the 1958 Agreement and had adopted 10 of its Regulations as national standards - Represent Egypt in the WP29 : Egyptian Organization for Standardization and Quality(EOS)

Highlight of the Recent Sessions of 150th(1) Highlight of the Recent Sessions GRSP (46th Passive Safety, 8-11 Dec. 2009) • 1998 Agreement, agreed to resume consideration of a proposal tabled by Japan • for the incorporation of the Flex-PLI in 2nd Phase of the GTR • Side impact, NHTSA proposed the inclusion of the harmonization activities of • side impact dummies into the work of AC.3 and request for the establishment of • an informal group • New GTR on child restraint systems (CRS), WP.29 endorsed the proposal • from GRSP to extend the mandate of the informal group until the end of 2010 GRPE(59th Pollution and Energy, 12-15 Jan. 2010) • Set up an informal group to develop harmonized test procedures for the • emissions of pollutants and CO2 from Heavy Duty Hybrid Electric Vehicles and WP29 • gave its consent • Agreed to establish an informal group on Retrofit Emission Control devices • (REC) and WP.29 agreed to set up • WP29 expressed the need to extend activities of informal group on gaseous fuelled • vehicles

Highlight of the Recent Sessions of 150th(2) GRRF(67th Brakes and running Gear, 1-5 Feb. 2010) - Considered and adopted R64 on tyre pressure monitoring systems, which had been transmitted to WP.29 and AC.1 for consideration • Adopted a Corrigendum to GTR No. 3 on motorcycle braking, would be submitted to • next session • A draft proposal for amendments to R.13 included an alternative method to assess the • vehicle stability system would be submitted at its February 2011 session GRB (51th Noise, 15-17 Feb. 2010) • The kick-off meeting of Informal group on Quiet Road Transport Vehicles (QRTV) • was held in Washington D.C. on 9 February 2010 • Adopted the Terms of References and rules of procedure of the informal group • on QRTV

Reports of the150th Plenary Meeting (3) 1998 Agreement Status of the Agreement 31 contracting parties to the 1998 Agreement Consideration and Vote of draft GTRs • 1 amendment was submitted and adopted • GTR No.6(safety glazing) : Clarify number of test sample for impact test • (extract at the impact point) Election of officers for 2010 Mr. I. Yarnold (United Kingdom) was elected Chairperson Mr. T. Onoda (Japan) and Mr. K. Simon (USA) were elected vice-Chairmen

Reports of the150th Plenary Meeting (4) Progress in the Development of New or Amended GTRs • Regarding flexible legform impactor(Flex-PLI), More need to consideration for • solution of an harmonized transition between the two legform impactors Pedestrian Safety(GTR No. 9) Door Locks(GTR No. 1) - A proposal for amendments to gtr No. 1 submitted to GRSP WHDC(GTR No. 4) • New informal group will be established to develop a concrete proposal for new test • procedure for the emissions of pollutants and CO2 emissions HFCV • HFCV subgroup on environment had a plan for the first draft of the technical • reports to GRPE in June 2010 Tyre - EU proposed to include rolling resistance requirements into the GTR - AC3 requested consideration for official symbol Location and identification of motorcycle • First meeting of the informal group would be held in the May 2010 session of GRSG

Highlight of the Recent Sessions of 151th(1) Highlight of the Recent Sessions GRE (63th Lighting and Light-Signalling, 29-31 Mar. 2010) • Agreed to establish an informal group to work on the proposal of a new Horizontal • Regulation for light signalling devices that would contain all common administrative, • testing • Agreed to set up an informal group to identify conflicting provisions between • UNECE Regulations and the 1968 Vienna Convention(specifically article 32 and • Annex 5) • - WP29 endorsed the setting up of such an informal group GRSG(98th Pollution and Energy, 3-7 May. 2010) • Proposed to use the notion “Revision” and “Extension” of approvals in the • framework of the 1958 Agreement • - Draft amendment to R46(Devices for indirect vision) would be submitted • Adopted an amendment of R.E.3 to introduce a definition for non-road mobile • machinery

Highlight of the Recent Sessions of 151th(2) GRSP (47th Passive Safety, 18-21 May. 2010) • - Concerning the incorporation of the flexible legform impactor (Flex-PLI) into gtr • No. 9 on pedestrian safety, the December 2010 session of GRSP to reach an • agreement on the pending issues • Endorsed the proposed harmonization activity on pole side tests and the • establishment of an informal group on this subject under the chairmanship of • Australia • Agreed to set up a informal group on the construction and functional safety of • high voltage vehicles in order to establish requirements for the Rechargeable • Energy Storage System (RESS) • - Agreed to extend the mandate of the Electric Safety informal group (ELSA) GRPE(60th Pollution and Energy, 8-11 Jun. 2010) - Noted that the mandate of the GRPE informal group on Fuel Quality (FQ) would end in November 2010 - OICA agreed to hold an additional meeting in September 2010

Reports of the151th Plenary Meeting (4) Progress in the Development of New or Amended GTRs Pedestrian Safety(GTR No. 9) • Regarding submitted the proposal for amendments to exempt flat front vehicles and the • proposal for a corrigendum to improve the headform test procedure, would be considered • by AC.3 at its November 2010 session.
