Introduction to IEEE 1900 WGs • The objective of 1900 is to develop standards in the areas of dynamic spectrum access (DSA), cognitive radio(CR), interference management, coordination of wireless systems, and advanced spectrum management, among others. • IEEE Standards Coordinating Committee 41 (SCC 41), “Dynamic Spectrum Access Networks”.

  5. Introduction to IEEE 1900 WGs • IEEE 1900.4 • IEEE 1900.4 was published on February 27th 2009. • From April 2009, 1900.4 Working Group works on two projects • IEEE 1900.4a • IEEE 1900.4.1

Introduction to IEEE 1900 WGs • The purpose of IEEE 1900.4 • to improve overall composite capacity and quality of service of wireless systems in a multiple radio access technologies environment, by defining an appropriate system architecture and protocols which will facilitate the optimization of radio resource usage, in particular, by exploiting information exchanged between network and mobile terminals, whether or not they support multiple simultaneous links and dynamic spectrum access.

Introduction to IEEE 1900 WGs • This purpose is achieved by defining • – building blocks comprising • (i) network resource managers, • (ii) device resource managers, and • (iii) the information to be exchanged between the building blocks for enabling coordinated network-device distributed decision making which will aid in the optimization of radio resource usage, including spectrum access control, in heterogeneous wireless access networks

System Approach • The two key management entities • network reconfiguration manager (NRM) • terminal reconfiguration manager (TRM) • Composite wireless network (CWN) • The composition of a heterogeneous wireless environment with 1900.4 management entities • Radio enabler (RE) • A logical communication channel corresponding to this interface(enabling optimization between NRM and TRM)

Reference use cases • Three use cases • Dynamic spectrum assignment • provides the process and mechanisms to dynamically assign frequency bands to RANs within CWN, operating at given location and time. • Dynamic spectrum sharing • provides the process and mechanisms for a type of spectrum access that occurs when different RANs and terminals dynamically access spectrum bands that are overlapping, in whole or in part, causing less than an admissible level of mutual interference. • The distributed radio resource usage optimization • use case covers the process and mechanisms by which the optimization of radio resource usage is performed by the CWN and terminals in a distributed manner.

System Architecture • Network side entities • Operator Spectrum Manager (OSM) is the entity that enables operator to control dynamic spectrum assignment decisions of the NRM • RAN Measurement Collector (RMC) is the entity that collects RAN context information and provides it to the NRM • Network Reconfiguration Manager (NRM) is the entity that manages the CWN and terminals for network-terminal distributed optimization of radio resource usage and improvement of QoS • RAN Reconfiguration Controller (RRC) is the entity that controls reconfiguration of RANs based on requests from the NRM

System Architecture • Terminal side entities • Terminal Measurement Collector (TMC) is the entity that collects terminal context information and provides it to the TRM • Terminal Reconfiguration Manager (TRM) is the entity that manages the terminal for network-terminal distributed optimization of radio resource usage and improvement of QoS within the framework defined by the NRM and in a manner consistent with user preferences and available context information • Terminal Reconfiguration Controller (TRC) is the entity that controls reconfiguration of terminal based on requests from the TRM
