Who is Content Complete? • JISC’s Negotiation Agent for NESLi2 • Handle negotiations for a number of other clients in the public and private sectors • Currently also coordinating a number of trials of online journal business models on behalf of JISC to commence in 2006 • All three of us are here today!
Our role in the LOCKSS project • To secure the participation of an agreed list of publishers in the LOCKSS initiative: • Introduce them to the concept and discuss issues involved • To obtain their permission for the LOCKSS system to collect and preserve the licensed journals • To secure this permission by way of wording in the NESLi2 Licence or Letter of Agreement • To keep all NESLi2 institutions informed of the permissions given by publishers
Our suitability for the role • Ongoing contact and communication with leading scholarly publishers through our negotiation activity • Strong appreciation of the importance of this subject in general to librarians (recent ICOLC statement at): www.library.yale.edu/consortia/ICOLCPresRelease11-16-05.htm • Specific negotiations with publishers regarding post-termination access requirements of the NESLi2 Licence (Clause 8.4!)
Status of NESLi2 publishers and LOCKSS: • Based on 2005 and 2006 NESLi2 publishers, the following are already participating in LOCKSS or are in the process: • Annual Reviews • AAAS (Science Online) • BMJ Publishing Group • Project MUSE • OUP
Status of NESLi2 publishers and LOCKSS • Blackwell Publishing and Nature Publishing Group both have representatives on the LOCKSS Board and are taking soundings from the market
Status of NESLi2 publishers and LOCKSS • Our target list is therefore: • American Chemical Society • British Psychological Society • Elsevier (including Cell Press) • Royal Society of Chemistry • Taylor & Francis • (Plus hasten on the process with BPL and NPG)
Other publishers • Provision has been made for a further group of publishers to be included in the discussions about participation • NESLi2 institutions will be polled to determine candidates to approach in 2006 • These could include some of the 2004 NESLi2 publishers (CUP, Springer, Wiley)
Discussion issues with publishers: • Benefits to publishers of participation • Technical requirements • Security and robustness of the system • Letters of Agreement or suitable licensing clause • Financial implications • How LOCKSS compares with alternative solutions
Progress to-date • Background document prepared and sent to target publishers • Preliminary meetings with: BPS, Elsevier and T&F • Meeting with RSC in mid-December • Appointments being made for January with remaining publishers
