This workshop methodology aims to provide a comprehensive toolkit for establishing and managing Universal Access Funds for ICT development in SADC countries. The toolkit includes case studies, sample materials, and checklists for Fund governance, project financing, and regulations. By sharing experiences and best practices, the toolkit encourages a shift towards broadband Internet services and alternative funding mechanisms. It emphasizes the importance of monitoring, evaluation, and harmonization for successful implementation.

Background • Many SADC countries are in the process of establishing Funds, or have established Funds • Post 2007 - New approaches to financing universal access • sometimes coupled with traditional Fund approaches, • sometimes completely from the Fund • Need to address sector development and the deployment of broadband and Next Generation Networks and services

First USAFs were established in South America in the mid 1990’s; • Funds are more prevalent in developing countries; only 9 Funds are operational in Europe and North America • Australia, USA, Canada, France, Italy, Czech Republic, Bulgaria, South Korea and Oman; • Alternative forms of public funding are used in many countries (e.g. equity participation, PPP, Financial Incentives and Subsidies).
