Basic principles of mainstreaming (1 of 2) • Adequate accountability mechanism for monitoring progress • Assumptions that issues or problems are neutral from a gender equality perspective should never be made • Clear political will and allocation of adequate resources including human and financial resources 2

  3. Basic principles of mainstreaming (2 of 2) • Gender mainstreaming requires that efforts be made to broaden women’s equitable participation at all levels of decision making • Mainstreaming gender does not replace the need for targeted, women specific policies and programmes... 3

  4. Why GM within UN-HABITAT ? (1 of 2) • ECOSOC Agreed Conclusions 1997/2: • mainstreaming a gender perspective into all policies and programmes of the UN System ( S G Report E/11997/66) • ECOSOC resolution 2001/41in which the Council calls upon the SG and all bodies reporting to ECOSOC to address gender perspective in their reports to ECOSOC 4

  5. Why GM within UN-HABITAT (2 of 2) • UN-HABITAT GC resolution 19/16 para 1 The GC requests the ED , in implementing UN-HABITAT Gender Policy, to promote the full integration of gender perspectives in all activities of UN-HABITAT 5

Programme on Strengthening GM within UN-HABITAT ( 1 of 6) • The programme responds to calls made by the CPR to UN-HABITAT to increase and make visible the work on gender mainstreaming and women’s empowerment • It contributes to realizing the 1999 Strategic vision: gender and women’s empowerment will be used as an indicator for success of UN-HABITAT. 6

Self assessment • Identify skills gap, learning needs • Identify obstacles and challenges encountered, best practices and strategies for future • Report of self assessment to be presented to Senior Management Board, and GC through CPR 7

  8. Programme on Strengthening GM within UN-HABITAT ( 3 of 6) • 2. Revitalization of Gender Task Force • Divisions/Branches/Unit to nominate one professional staff as a gender focal point • Capacity building in gender analysis skills ( planning, budgeting, etc.) of gender focal points • . 8

Capacity building in gender analysis • (i) Preparation of a handbook on gender mainstreaming in human settlements in close collaboration with the relevant Divisions and Branches • Organization of a tailor made workshops for each Divisions/Branches: Handbook to be pre-tested 9

Programme on Strengthening GM within UN-HABITAT (5of 6) • After the workshops, Divisions Branches and Unit will be encouraged to prepare action plans on gender and women’s empowerment • GMU will maintain contact and work closely with various Divisions, Branches /Units through regular meetings 10

  11. Programme on Strengthening GM within UN-HABITAT (6 of 6) • GMU would like to be invited in Divisions’/Branches’/Units’ staff meetings to explain this programme, if necessary. 11
