Background on RIDE • Six NPDES Data Requirements Workgroups • 36 state participants representing 21 states • Identified: • Data Requirements for the modernized system. • Subset of data critical for each area considered in this effort. • Data Requirements Workgroup recommendations sent out for Regional and State review and comment (April 30, 2002). • Reviewed by PCS Steering Committee • Approved by PCS Modernization Executive Council • Process resulted in 332 required data elements for ICIS-NPDES. EPA RIDE Review Process • Program experts from the Office of Water and Office of Civil Enforcement reevaluated RIDE list from national CWA program management perspective. • Shared list of potential elements for deletion from RIDE with Regions for regional CWA program management perspective. • OW and OC Office Directors briefed on review findings. • List of RIDE under consideration for deletion distributed to Expanded Steering Committee on December 1, 2006. Findings of RIDE Review 65 elements may not be necessary for EPA national NPDES program management. • 41 elements EPA may consider not requiring to be entered in ICIS-NPDES. • These data element would still be available in ICIS-NPDES for optional data entry. • 24 elements that do not apply to states but are federal-only elements required to be entered by USEPA. • These data elements would not be required to be entered by the states. Findings of RIDE Review 24 Conditionally Required RIDE Elements • These data elements are only required to be entered under certain circumstances. • RIDE are separately listed since data entry is infrequent . • Example: When entering the type of animal for a CAFO permit, if “Other” is selected, then the type of animal must be entered in a separate field. Findings of RIDE Review 8 System Required RIDE may not be necessary for EPA national NPDES program management. • System required means the ICIS software requires the data to be entered for the record to be saved. • All system-required elements are included in RIDE. • ICIS software changes necessary to remove these from RIDE. Summary of EPA’s RIDE Review • Clarification on 24 conditionally-required data elements. • Additional 8 system required data elements which may not be necessary for EPA national NPDES program management but would need an ICIS software change to be dropped from RIDE.
