This report provides a detailed review and analysis of the Annual Performance Report for the school year 2009-10. Indicator 1: Graduation Rates Target: Met – Decrease in gap between All Students Graduating and Students With Disabilities shrank from 5.3% to 4.2%
Indicator 2: Drop-Out Rates Target: Not Met; however, Students With Disabilities had dropped-out less than All Students in SY2008-09.
Indicator 3: SWD Performance on Assessments • Will look at the assessment data more closely in afternoon presentation. • Indicator examines AYP in terms of Participation Rates • Indicator examines AYP in terms of achievement • AYP is becoming an increasingly difficult target to hit for all students and sub-groups • Due to eccentricities in AYP determinations in Arizona, it is difficult to make a meaningful assessment based on the AYP standard • Only 22 schools met the “minimum n” for a determination in Special Education sub-group • Of those only 13 made AYP in the sub-group
Indicator 4: Suspensions & Expulsions • No more than 7 of the BIE high schools or 8 BIE elementary schools will report suspensions and expulsion rates greater than two times the BIE average for that group of schools.

Addressing Suspensions and Expulsions • Special Education has undertaken technical assistance activities to work with schools that have behavior issues (incentives, positive behavior supports, and conflict resolution/mediation, among others) • Don Griffin in particular has taken the lead • NASIS has been retooled to use the NCES “Safety In Numbers” methodology for tracking and reporting behavior incidents
