National OA-Strategyof Germany? • Germany is a federalstateincluding 16 states – itis not a centralstate. • The statesareresponsibleforresearchandeducation in Germany, not thefederalgovernment. • The federalministryforresearchandeducationhas an open accessstrategy. Ournational fundingagencyof Germany, the German Research Society, recommends open access. Other organisations do thisaswell. • But a national open accessstrategyismissingfromthementionedreasons. • The stateof Berlin decidedtoimplemnetan open accessstrategyforitsresearchinstitutions Prof. Dr. Andreas Degkwitz

Brief historyofthe Berlin OA-Strategy • In March 2014 thePirates Party requested a reportaboutthestatusof open activitiesand open accesspublicationfunds in Berlin. • The researchcommitteeofthe Berlin houseofparliamentrecommendedtowork out an open accessstrategyof Berlin in Mai 2014. This hasbeenconfirmedbythe Berlin houseofparliament. • In August 2014 thesenateadministrationforresearchandeducationrequestedtheuniversitiestodeliverreportsabouttheir open accessactivities. • In April 2015 the Berlin senateappointed a grouptowork out an open accessstrategyforthe Berlin universitiesandresearchinstitutions. • The Berliner Open-Access-Strategyhasbeencompletedandpassedbythe Berlin houseofparliament in October 2015. • SinceSeptember 2016 theOpen Access Office Berlin issupportingtheworkinggroup „OA Strategyof Berlin“ andtheuniversitiesandresearchinstitutionstoimplementthe Berlin open accessstrategy. General Remarksabout Open Access • In generalpublishedresearchresultsshouldbefreely– open access - available. • Public-fundedresearchresultsmust bepublished open access. • Open accessstructuresimprovethequalityandthereuseofresearch on theonehand. • On theotherhandtheincreaseofjournalpricesjeopardizeresearchinstitutions, librariesandbudgets. • Fromthetechnicalfacilitiesthesubscriptionsbasedmodelis not uptodate– digital infrastructuresandservicesenable open access • Finally open peer-reviewedand open accesspublishedresearchresultsareacceleratinginnovationandimprovingtrust in science.   7. AimsandObjectivesofthe OA-Strategy • Research Publications: Until2022 60 % ofthejournalarticlespublishedby Berlin institutionsshouldbe Open Access (Green orGold). The increaseofopen accessofmonographsandcollectionsshouldbeconsideredaswell. • Research Data: Open availabilityandreuseofresearchdataaccordingto FAIR principlesascommittmentcontributingtonationallyandinternationallyactivitiesandstrategies. • Cultural Heritage/Cultural Data: Extension ofthealreadystartedactivitiesbytheissuesof open accessandreuseabilty. Setting upcontactswithpartnersfromcreativeindustrialendeavours. Prof. Dr. Andreas Degkwitz

OverridingActivities (1) • Implementation of an open accesspolicyin all Berlin researchinstitutions, • Setting uprepositoriesora repositoryinfrastructureto host goldandgreen open accesspublicationsandthepublicationsoftheinstitutions, • The developmentofinstitutionalbibliographiestomonitorthepubliacationsoftheresearcherandthepercentageof open accesspublications, • Appointingopen accessofficersascounselorsandsupervisorsofthe open accessdevelopmentsoftheinstitutions, • Installingpublicationfundsbygrantsofthe Berlin stateandofthe German Research Society. OverridingActivities (2) • The existing Berlin Open Access Network shouldbestrengthened. • The stateof Berlin implements an Open Access Office forlocal, regional and national cooperationandtoskillandtotrainstaffmembersofthe Berlin institutions on open accessand open data. • The recommendationtointegrate open access in thebudgetcontractsbetweenthestateof Berlin andthe Berlin universities. • Open accessand open dataascriteriaforevaluationsofresearchactivities. • Development of an infrastructureforthelongtermpreservation.   10. Publicationfundsand Infrastructure • Open accesspublicationfundshavebeenestablishedbygrantsoftheBerlin stateandbygrantsofthe national fundingagency. The amounttopublisharticlesis max. € 2.000 inl. VAT  CC-BY licensedarticles. • The bigger Berlin universities – Free University, Humboldt-University, Technical University andthe Charité (Medicine) - providepublicationfundsbythesegrants. • Berlin publishingplatform/university press: After analysingthecurrentstatus a distributednetworkforpublishingservices will beimplemented in thenextyears. • The Berlin universitiescooperatetosetup a publicationplatformby a networkofspecificcompetencies, whichareestablishedbyeachnetworkpartner.
