Background ° National Policy Dialogues are carried out within the EECCA component of the EU Water Initiative ° The EUWI was launched by all EU Member States and the European Commission at the World Summit on Sustainable Development ° National Policy Dialogues are the main operational instrument of the EUWI

  3. National Policy Dialogues on IWRM with UNECE as strategic partner of four EECCA countries Moldova Ukraine Armenia Kyrgyzstan

  4. Implementing an IWRM process is a question of getting three pillars right (GWP, 2004): … moving towards an enabling environment (policies, strategies and legislation for sustainable water resources management, … putting in place the institutional framework (to implement the policies, strategies and legislation), … setting up the management instruments (required by the institutions to do their job)

  5. NPD on IWRM in Armenia A specific platform for drawing up and implementing policy packages on ° IWRM, including financing, in a pilot river basin, based on the Water Framework Directive and the UNECE Water Convention

  6. NPD on IWRM in Kyrgyzstan Start up in early June 2008

  7. NPD on IWRM in Moldova A specific platform for drawing up and implementing policy packages on ° Wastewater discharges – new regulations ° River basin management authorities and river basin councils ° Safe drinking water supply and adequate sanitation

  8. NPD on IWRM in Ukraine A specific platform for drawing up and implementing policy packages on ° Adaptation of water management to climate change ° Safe drinking water supply and adequate sanitationunder changing climates

  9. Steering Group ° Ministries of environment and the State committees/agencies for water management, including their subsidiary bodies ° Ministries of agriculture, health, economy, justice and finance ° Parliamentary bodies for environment, national academies of science ° Municipalities ° National and local non-governmental organizations, Regional Environmental Centres, Global Water Partnership/national offices

Outputs of the National Policy Dialogues: policy packages ° Draft pieces of legislation (e.g. governmental or ministerial regulations)  ° Recommendations and good practice documents  ° Analysis of institutional/management structures  ° Water management plans and water safety plans  ° Assessments of the effectiveness of measures undertaken
