Acquiring the Ballona Wetlands December 19, 2003 • Area A & part of Area B (192 acres total) purchased for $139 million (Prop 50 funds) • Area B remainder and Ballona Creek Channel (291 acres total) donated to the state • by Playa Capitol Company LLC (additional $1 million for cost of land transactions and fees) August 4, 2004 • Area C (70 acres) conveyed to CDFW (valued approximately $50 million). Subject of • Settlement Agreement with Howard Hughes Estate. (Senate Bill 666) June 20, 2005 • Freshwater marsh (24 acres) leased by State Lands Commission to CDFW. August 19, 2005 • California Fish and Game Commission designated the area as an Ecological Reserve.

A Restoration Project is being ProposedEnvironmental Review/Permitting Process • No decision has been made. • Environmental Review underway (CEQA = CDFW; NEPA = Army Corps of Engineers) • Analyzes the environmental effects of implementing the project • Presents alternatives (including no project) • Public can comment on draft environmental analysis • Public meeting to comment on draft environmental analysis

  18. Some of the necessary permits and approvals • CDFW: CEQA Lead for document. Including an agreement for the Foundation to construct, operate, and maintain any center, & decision to implement a particular restoration plan • Army Corps of Engineers: NEPA lead. 408 permit (levees) & 404 permit (impacts to waters of the U.S.) • Fish and Game Commission: regulatory change to allow or change uses; pets on leash in Area C and bicycles • California Coastal Commission: Coastal Development Permit
