Young Learners/other Learners • Before 2001 divided between two ministries: • Ministry for Employment • Ministry for Children and Employment • Today strongly coordinated and partly integrated: • Most of the providing institutions integrated • Multiple pathways particularly for adults to • Re-enter the mainstream system or to • Use the flexible array of pathways designed for adults

  6. TVET programmes - Institutional and workplace learning • All young learners must have work based practical training. • Adult learners may have a contract covering work based learning. Normally, work experience replaces work based learning. • Adults may obtain any qualification offered to young learners, but may also opt for short term skills training and upgrading. • All young and adult learners are offered assessment of prior learning.

Institutional and Workplace learning • Government responsible for legal framework, accreditation, funding, quality assurance framework, and monitoring of Learning Institutions (Colleges) • National Trade Committees (Social Partners) responsible for setting targets, assessment, accreditation, conflict solving, and quality assurance of work based training.

  9. Impact Measurements • Levels of measurements: • National Audit Office • Danish Evaluation Institute • The Ministry's initiatives/Evaluations • Annual reports from National Trade Committees • Data on Employment rates • Data on assessments • Research data

Supporting Systems • National Educational and Vocational Guidance • Provision (four types): • Youth guidance centres • Regional guidance centres • A virtual guidance centre • Centres for adult education and continuing training • National Guidance Portal • Virtual resource Centre for guidance practitioners.

  11. Training support scheme (AER) • Redistribution of the cost of workplace training between all employer, supporting: • Bonus for new placements • Reimbursement of apprentices’ wages while school based learning In addition: Partly financing cost of living for adult learners in continuing training.
