(240 beds) out of commercial/residential areas include MH, SA & Early workforce development. • Move all transitional single adult services to one location (250 beds) Commercial Area With work/training programs • 500 total beds for Single Adults • Workforce Training Center • Transformation of current uptown program sites to all family services (capacity ?)

2. strategy: Homeless facility policies • Facility Regulation through City licensing • Separate single adult facilities from family facilities • No Single Adult facilities in residential or commercial districts except for licensed halfway house reintegration facilities • Family facilities can be located in commercial/residential areas • Distance restrictions from schools, public facilities and other service providers • No expansion on current sites without approval • No partial programs (i.e. soup kitchens, day programs, etc.) • Service Providers must screen for sex offenders & outstanding warrants • City licensed programs – HUD Money & Endorsement for Private Donations based on compliance
2. strategy policy homeless individual policies • No Soliciting, Loitering or Camping • Easy ID replacement through central data base • Services Priority to Nueces County Residents (1 yr., 3 yrs., 5 yrs., 10 yrs.?) • Priority given to families • Transients from other communities: either in the system, in jail, or sent home • Police officers trained in crises intervention & prevention. • Funded social workers to work with police & provider intervention teams for problem/crises response.
3. Address Transportation/Connectivity Issues • Coordinate transportation with strategic planning, development of affordable housing, jobs & services • Interagency planning • Reduced or free bus passes for those in programs
4. Workforce Development • On the job training. • Carpentry, plumbing & electrical – apprenticeships, helpers • Del Mar, Workforce Solutions, Unions, Employers, Donors • Open to unemployed, unskilled, homeless, prior felony or drug problems
5. Increase Affordable and Low Income Housing • Create housing bank for both families and individuals • Condemnation policy for derelict structures and tax delinquent parcels in Revitalization Target Areas • Development of Incentives for Target Areas • Removal of single adult homeless (and the services that attract them) from Redevelopment Target Areas
Potential funding sources • Client Funds; Wages, Social Security, Medicare, Medicaid • City Funds • County health funds, courts, probation & parole. • State Homeless Funds • Federal funds HUD, Etc. • Private donations, Individuals, Business & Industry • Private Buyouts of current properties.
