  6. Your WAP Annual State Plan Development It is critically important that as part of any new DOE WAP funded/supported leveraging project, the Leveraging Project narrative and budget must be written into the “DOE State Plan” submitted once a year to DOE for review and approval.

  7. Start When You Get Home • The development process for annual State Plan is typically underway by early January • time is of the essence for any state’s 2012-13 DOE WAP State Plan to include a Leveraging Plan

  8. Developing leveraging and partnership strategies should be a thoughtful process. • A plan must have • information specific to your organization, • your goals, and • Proof of your ability to oversee such leveraging goals/projects you may visualize

  9. Step 1- Define Your Goals & Success • Think thru/write down desired outcomes • Identify your service demographics • ID opportunities/advantages for all stakeholders • Invest time in developing/updating references/data library

  10. Step 1 (cont’d) • Draft a project outline and timeline in proposal format to share and tweak internally with your strategy team • Be flexible & prepared to make several revisions • Make Time! developing new leveraging partnerships requires patience

  11. Step 2 – Develop Internal (WAP ‘Family’) Support • Executive Director – or – • Housing Program Director – • Board of Directors – or – • WAP Contractors – and • WAP State Office Manager

  12. Step 2- (cont’d) • Choose:Point Person/ Leveraging Project Manager to • lead the charge, • herd cats, • keep initiative moving. • Have depth within your group to work thru all phases of plan • Get a firm public draft agreed to

  13. Step 3 – Identify & Find Champion(s) • Organize a Strategic Planning Session, consider • goals, • assets, opportunities • stakeholders, barriers • ID & strengthen internal relationships: local or state PAC members/Boards, State CAA Assn. • share ideas, proposal, information/data packets

  14. Step 3 (cont’d) • ID & strengthen externalrelationships • LIHEAP, Fuel Funds, AARP • Housing Authorities, • Enviro groups • Mortgage Finance Partners • Get your foot in the door • Start garnering support

Step 4 – Support: Meet with Potential Partners • Point Person meets partners identified to plan more could include DOE WAP Training Center leaders, utility friends who will market leveraging partnership concept • Prepare background Packet: data, evaluations, stories, praise • Use a Weatherization Technical Crew for On-Site WAP Technical Demo to educate some partners

Step 5 –Use Social Media/Video: strategic resource • Target a range of efficiency markets/groups • Get media/social media exposure for your final/formal leveraging partnership • puts accountability on external decision makers • better informs them of the program/proposal. • Link to WAPTAC’s technical information, curriculums, worker certification, training & partnership opportunities

  17. Step 6. Use the Work/Experience of Others • The Leveraged Partnerships Site and Technical Assistance • An Economic Opportunity Studies project that provides direct and on-line technical information and assistance, • DOE-Supported & FREE
