Sustainable Acquisition Goal • E.O. 13514 sets goals for improvements in the following areas; new purchasing-related areas are highlighted in red: • Greenhouse gas emissions • Energy efficiency • Water use efficiency and management • Pollution prevention and waste elimination • Regional and local integrated planning • Sustainable Federal buildings • Sustainable acquisition • Electronics stewardship • Environmental management • However, E.O. 13514 does not set out which acquisition methods are required.
Greening the Acquisition Process Successes in green purchasing in the Federal community have occurred when incorporation of green purchasing considerations exists all through the acquisition process. FAR Part 23… • Prescribes acquisition policies and procedures related to: • Energy and water efficiency • Recovered materials and bio-based products • Environmentally preferable supplies and services • Realize life-cycle cost-savings • Ozone-depleting substances • Requires acquisition strategies that maximize utilization of environmentally preferable products and services • Note: This section has been substantially updated to reflect the changes set forth in EO 13514 • FAR Part 52 contains additional solicitation provisions and contract clauses.
FAR Interim Final Rule • Issued May 31, 2011 • Amends FAR parts 2, 4, 5, 7, 11, 12, 13, 23, 36, 37, 39, 52 • Integrates EO 13514, “Federal Leadership in Environmental, Energy, and Economic Performance” • Contractors to use double sided, 30 percent recycled paper (Part 4) • Agencies to include or consider sustainable acquisition requirements in all synopses, acquisition planning, and descriptions of agency needs (Parts 5, 7, 11) • Agencies to ensure that 95% of all new contract actions provide for environmentally referable products or services • Agencies use environmentally preferable and energy –efficient practices

GSA Approach to Greening MAS • A two part test is used to determine whether we can incorporate a green mandate within a schedule: • First, determine whether there is an existing EPA, Energy, or Independent Third Party Standard appropriate for incorporation. • Second, determine if there is a sufficient source of supply from countries with reciprocal trade agreements.
Green and Strategic Sourcing • OS2 FSSI • Increased minimum order reduces total number of shipments. Under previous vehicles, minimum orders were $25- $50, under the OS2 FSSI, minimum order is $100. • Ability to implement automated substitution process. • Biobased and Reman toner available. • Better pricing than any agency on its own: discounts range from 19-45% off schedule pricing. • Products with various environmental attributes are available.

Green and Strategic Sourcing • FSSI for Print Management Services • Solicitation for Print Management FSSI have been issued! • Seven behavioral changes identified and shared with OMB/OFPP carry substantial cost savings and environmental benefits. • All devices must be Energy Star certified. • Minimum EPEAT rating thresholds for printers and copiers will be incorporated once finalized by EPA. • Devices will be required to have optimized default ‘sleep’ mode. • Requirements to drive minimization of packaging material. • Machines will be required to have optimized default ‘duplex’ printing. • Separate CLIN for devices with most advanced sustainable technologies.
