Teacher and Principal Effectiveness Systems & the PA Core Standards GVSD Education Committee Meeting September 10, 2013 http://tinyurl.com/sept10gvedmtg
Objectives Participants will be able to… • understand the components of the PA Teacher and Principal Effectiveness Systems • identify the major ‘shifts’ for the PA Core Standards in ELA & Mathematics • understand these ‘shifts’ as they relate to the content and/or skills presented in the standards, as well as how they impact student learning
Professional Learning Standards Data - Professional Learning that increases educator effectiveness and results for all students uses a variety of sources and types of student, educator, and system data to plan, assess, and evaluate professional learning. Outcomes - Professional Learning that increases educator effectiveness and results for all students aligns its outcomes with educator performance and student curriculum standards.
The PA Core Standards for ELA & Mathematics The Core Standards are: • fewer and more rigorous than the previous state standards. • aligned PreK-12. • have increased clarity. • aligned with college and career expectations. • internationally benchmarked. • designed to include rigorous content and application of higher-order skills. • researched based.
Some Key Terms ¨Clarity and Specificity • Skills and concepts are clearly defined. • An ability to apply concepts and skills to new situations is expected. Coherence • Instruction, assessment and curriculum are aligned. • Conceptual understanding and procedural skills are equally stressed. • Progressions of topics and performances are developmentally sound.
Some Key Terms (con’t) Focus • Key ideas, understandings, and skills are identified. • Deep learning of concepts is emphasized. • Adequate time is devoted to a topic to counter the “mile wide, inch deep” criticism leveled at most current U.S. standards.

PA Core Literacy Standard- ELA “Staircase of Complexity”
Shifts in Mathematics ¨The Core Standards have changed the focus of math from “mile wide, inch deep” philosophy to a more focused, in depth set of skills and concepts at each grade level. ¨There is: • a shift in skills- greatest impact at grades 4, 5, and 6. • an expectation of mastery of skills (depth vs. breadth). • a drive for students to “explore and express” math thoughts.
Examples of Shifts in Mathematical Teaching for All Grades ¨More emphasis at each grade on reasoning, problem solving, modeling, decision making, and engagement. ¨More emphasis on connecting practice standards with content standards at each grade.
Key Advances: The 8 Standards for Mathematical Practice: K to 12 1. Make sense of problems and persevere in solving them. 2. Reason abstractly and quantitatively. 3. Construct viable arguments and critique the reasoning of others. 4. Model with math. 5. Use appropriate tools strategically. 6. Attend to precision. 7. Look for and make use of structure. 8. Look for and express regularity in repeated reasoning.
Shifts in Mathematics • Focus • Narrow the scope of content and deepen how time and energy is spent • Focus only on what is emphasized in the standards • Coherence • Think across grades • Link to major topics within grades • Fluency • Develop speed and accuracy with simple calculations
Shifts in Mathematics • Deep Understanding • Support students’ ability to access concepts from a number of perspectives • Apply understandings to new situations • Write and speak about understandings • Application • Provide opportunities for students to apply math to real-world situations • Use math in other content areas • Dual Intensity • Both practice and understanding occur with intensity
Examples of Shifts in Content- Primary Grades More emphasis on: • numeration and place value (understanding numbers) • mastering addition and subtraction facts and concepts • composing and decomposing shapes (visualization)
Examples of Shifts in Content- Intermediate Grades More emphasis on: • applying strategies and using properties and relationships between and among shapes • developing an understanding of geometric figures based on their properties • identifying patterns • measuring with precision and purpose • analyzing and solving problems based on data.
Examples of Shifts in Content- Secondary Level More emphasis on: • analyzing relationships involving numbers, proportions, and geometric figures • understanding functions • using informal arguments to establish facts

A. 2 B. 8 C. 32 D. 4,096 New Keystone/ PSSA Question (A.1.1.1.1.2) An expression is shown below. √87x For which value of x should the expression be further simplified? A. x = 10 B. x = 13 C. x = 21 D. x = 38
Math Open Ended and Constructed Open-ended vs Constructed Response Items PSSA Question (Grade 8) Consider the following set of numbers: 96 80 72 77 82 78 94 95 How will the mean change if the number 96 is replaced by the number 80 in the set? The solutions Keystone Question: The weight, in pounds, of each wrestler on a high school team at the beginning of the year is listed here: 178 142 112 206 130. Two more wrestlers join the team during the season. The addition of these wrestlers has no effect on the mean weight of the wrestlers, but the median weight increases 3 pounds. Determine the weight of the two new wrestlers.

Upcoming Changes in State Assessments • Field Tests • Math and Reading PSSAs, grades 3 to 5, will continue to have embedded Field Test items included • Math and Reading PSSAs, grades 6 to 8, will include the embedded items for the first time this year • New Tests • All PSSAs will be testing the PA CC Standards in 2014-15. • Writing will be included at all grade levels as part of the ELA assessments.
