NEEDS FOR LOGISTICS & MULTIMODAL TRANSPORT DEVELOPMENT Difference of Logistics Service Development in the Region Demanding Customers: Right Place-Time-Price and Right Quality Cost reduction and savings to increase competitiveness Removal of Non-physical Barriers Creating a supporting environment: Infrastructure Development Regulation of Logistics Service Providers Institutional Mechanism (FFA, NTTC…) Human Resource Development Support to Free Trade Area: ASEAN Single Market by 2020 by strengthening ASEAN economic integration thru liberalization & facilitation measures in logistics Identifying Regional Transport Corridors

ASEAN LEGAL ARRANGEMENTS ASEAN FRAMEWORK AGREEMENT ON FACILITATION OF GOODS IN TRANSIT • Signed in 1998 - 9 Protocols - 5 Protocols signed • Scope: Transit by Road and Rail • Objectives: • Facilitate Transport of Goods in Transit • Support ASEAN FTA • Simplify & harmonize Regulations • Establish a Transport System • Grant of Rights: • Right of Transit Transport • Right to Load & Discharge Third Countries Goods from Parties • Designation of Transit Transport Routes • Establishing a Customs Transit System • Institutional Mechanism : NTTCC & RTTCB

ASEAN FRAMEWORK ON MULTIMODAL TRANSPORT Signed in 2005 Scope: Applied for all MTO under the RegisterPlace for Taking in Charge of the Goods & Place for Delivery of the Goods by MTOMTOs have to be Registered under Certain Requirements Including Minimum Assets-Equivalent to SDR 80,000 or Provide an equivalent Guarantee ASEAN FRAMEWORK AGREEMENT ON FACILITATION OF INTER-STATE TRANSPORT To Start Negotiations AgainProjected Operation by 2008

  7. ASEAN - JAPAN TRANSPORT FACILITATION COOPERATION • ASEAN-Japan Logistics Project (AJTF-1) • ASEAN-Japan Logistics Improvement Plan (A-JTLIP) • Study on Logistics in ASEAN : Corridors, Logistics Centers, IT Application • Training/Workshops on Logistics ( Ex. Bangkok, Ha Noi in early 2007)

GMS LEGAL ARRANGEMENTS GREATER MEKONG SUB-REGION CROSS-BORDER TRANSPORT AGREEMENT (GMS CBTA) • Signed in November 1999 & Ratified by December 2003, Full Implementation by 2010 • CBTA : 20 Annexes & Protocols. 16 A & P signed 4 to be signed in early 2007 • Comprehensive Multilateral Legal Instrument that Covers Transit Transport, Multimodal transport and Inter-State Transport. It Covers Transport, Customs, Immigration & Quarantine Inspection • Conformity with International Best Practices on Transport & Trade Facilitation.

GMS CBTA Continued Highlights of CBTA: • Facilitation of Cross-border movement of People (Multi-Entry Visa, Recognition of Driver License) and of Goods. • Exchange of Traffic Rights • Requirements for Admittance of Road Vehicles • Facilitation of Cross-Border Formalities: Coordination, Harmonization & Simplification of Customs Inspection Procedures & Formalities, Declaration Forms, Single-Stop, Single-Window

  10. GMS EAST-WEST ECONOMIC CORRIDORS • 3 Corridors: North-South, East-West & Southern with 15 Pairs of Border-Crossings • East - West Corridor : Myanmar-Thailand-Lao PDR-Viet Nam

  11. Supported Projects: • Hai Van Pass Tunnel Opened in June 2005 • Da Nang Seaport Completed in 2004 R1 ADB Funded Project Completed in 2005 • 2nd Friendship Bridge Opened on 20 December 2006 • ASEAN Key Projects: • ASEAN Highways Development • Singapore-Kunming Rail Link

LOGISTICS DEVELOPMENT MEASURES • Logistics Policy: • Clearly Defined by the Government(s) • Scope: Trade, Transit & Transport Facilitation • Consultation with Shippers, Consignees, Logistics Providers & Associations • Priority Logistics Investments: • Encourage Public Private Partnership for Investment in Logistics Infrastructure • Logistics Service Liberalization in the Region: • Quality of Logistics Services Depends on Improving Logistics Service Providers Capacity & Reducing Complexity of Formalities • Identification of Specific Transport Logistics Corridors

  13. ( Logistics Development Measures Continued ). Institutional Strengthening : NTTCC & RTTCB, FFA . Human Resources Development:- Training of Trainers for MTOs, Logistics Service Providers- HDR Programs on EDI & Other IT Application on MT & Logistics Services . Exchange of Information & Sharing of Best Practices in ASEAN Region on Logistics Service Operations
