VW Settlement - NC Mitigation Plan Phase I (2018 to 2020) *Percentage of available settlement funds targeted in these eligible categories for 2018 – 2020.
VW Settlement – NC Mitigation Plan Timeline • SUMMER/FALL 2019: Release requests for proposal (RFPs) and accept applications for 90-day period. • Diesel engine/vehicle replacement program. [Now accepting applications until 9/30/19.] • Zero Emission Vehicle (ZEV) infrastructure for DC fast charging stations. [Now accepting applications until 9/30/19.] • ZEV infrastructure for Level 2 charging stations. [Waiting on funding clarity.] • Working with NC DOT-DIT on an online RFP submittal system to streamline future applications and review processes. • FALL 2019/WINTER 2020: Evaluate Phase 1 project proposals received; select first projects for funding; inform applicants; and start working on contracts. • WINTER/SPRING 2020: Start planning and public input process for Phase 2. • For more information, visit deq.nc.gov/VWsettlement. Stationary Source Compliance – Facility Inspection Goals • DAQ believes more frequent site visits promote higher compliance rates. • DAQ Inspection Goal #1: Inspect higher emitting facilities once per year: Title V (Major): Currently 283 facilities Synthetic Minor: Currently 634 facilities • DAQ Inspection Goal #2: Inspect lower emitting facilities every other year: Small (Permitted): Currently 979 facilities Registered: Currently 114 facilities Targeted Permit Exempt: Currently 518 facilities • Minimum # of compliance inspections each year: ~1720 Department of Environmental Quality
Stationary Source Compliance – Special Projects • DEQ started investigating GenX found in surface water in early 2017. Chemours - Fayetteville Works facility determined to be the source. • DAQ got more heavily involved in mid-2017 when atmospheric deposition was suspected to contribute to GenX levels found in groundwater offsite. • Lots of water data available on GenX, but very little air data existed. • No approved GenX air emissions measurement methodology available. • DAQ required Chemours to stack test to collect needed air emissions data. • DAQ’s Stationary Source Compliance Branch (SSCB) had to first review and approve testing methodologies developed by Chemours. Stationary Source Compliance – Special Projects • A series of air emissions testing programs started in January 2018. • Target compound was C3Dimer Acid (GenX). • SSCB or Fayetteville Regional Office staff have been on site at Chemours for every day of testing. • So far, 23 weeks (involving multiple days) of testing from January 2018 to August 2019. https://deq.nc.gov/news/hot-topics/genx-investigation/airquality Department of Environmental Quality
