BIOMETRICS CREDENTIALING AND PRIVATE HEALTH INFORMATION IN EMERGENCY MANAGEMENT Richard L. Glover, MSSW, MPhil., CSWM 8/23/2101
ACEMS Project Objective – develop and implement a CUNY wide Emergency Management System that will include: • A CUNY-wide assessment of EMS capabilities for each campus. • Improved Technology Bridge to: • Involved Public Safety Agencies. • All CUNY EMS Managers. • A web based, EMIS (Emergency Management Information System). • An Early Warning Early Detection System to help prevent or mitigate the occurrence of an emergency situation. • Funding provided by the US Dept. of Education, Office of Safe and Drug Free Schools.
ACEMS Information Management • What are your informational needs as emergency response personnel? • Where is that information currently stored? • What informational resources and databases would you like that you do not already have?
The Issues at Hand • http://www.emergencymgmt.com/safety/Homeland-Security-Tests-First.html. • Homeland Security Tests First Responder Credential CapabilitiesThe demonstration, known as Winter Storm, was a multi-jurisdictional test to verify the integration and interoperability of credential system attributes such as qualifications, authorizations, certifications, and privileges.
Improved Technology Bridge with Public Safety • For all campuses to Emergency Command Center of: • NYC OEM • NYC DOHMH • NYPD • FDNY • Other agencies as necessary • Two way voice and data communication. • Access to and participation in the EMIS database. • All campuses with each other. • All hazard situations. • Emergency Credentialing and Privacy-Preserving Health Information Sharing
Current Security Use of Biometrics on College Campuses • Security Management, February 2010, www.securitymanagement.com • Graduate Management Admission Council owns and administers a standardized test for graduate business and management programs worldwide. • 2008, 260,000 took GMAT in one of 450 testing centers in 110 countries • For security, photographed test takers, digital signatures • Collected fingerprints at all testing centers since 1996: used after each of 2 test breaks
GMAC application, continued • Since 1998, using palm vein patterns for security; political problems around privacy issues and connotations of taking someone’s fingerprints with use of fingerprint-based security • Still use photograph and digital signature • Being used in 90% of testing centers • Other Applications: • Variable access control, financial transaction security
Other security-related uses* • Airports • Border crossings • Olympic park construction • Approximately 80% of all applications are government applications • *ibid
ACEMS & Biometrics • Secure, variable access in routine and high-risk situations • Emergency Management: privacy-preserving health information sharing • Planning • Preparedness • Response • Recovery • Potential recognition of individuals during MCI -- especially of emergency responders
Challenges and questions • Public awareness of need and application • Sensitivity of issues related to health information sharing • Sensitivity of issues related to biometric credentialing • Logistics • Openness of campus environments • Interagency coordination: policies, procedures, management • ???
