VDL Mode 2 Program Status • AOA • Initial Operational Capability Established on November 17th over Iowa and Washington State • Four Ground Stations in Service as of November 17th • En-route Coverage Roll-out and Service Offering Begins in Early 2001 • Interoperability Testing • Collins Underway • FAA Underway • Honeywell imminent • Airbus/Aerospatiale (AMA) plans in progress

VDL Mode 2 Program Status • ATN • “Early” ATN Release for PETAL IIe Completed and Tested by 1Q01 • PETAL IIe Ground Infrastructure will be Deployed and Operational in April 2001 • evaluations from May through October 2001 • Eurocontrol, American Airlines, ARINC, Collins, • ATN Service will be Deployed and Operational in December 2001 • FAA CPDLC Build 1 operational evaluation begins in June 2002 • ATN service offered in 2002

ARINC VDLM2 Industry Partnership • Interoperability Team Meetings Occuring Since Early ‘98 • Most Recent Meeting at Boeing in August • Air/Ground Test Station (AGTS) Developed and Delivered to Industry • Allows Avionics Suppliers to Test with ARINC Production VDLM2 Software • Collins AGTS delivered in March • Honeywell AGTS fabricated - delivery by early November • Three additional AGTS’s will support American Airlines 767 VDLM2 certification in 2002

VDLM2 Industry PartnershipRecent Accomplishments • On-going Testing Between ARINC and Collins since March • Proven that ARINC and Collins Implementations are Compatible • First VDLM2 Flight on October 20th was accomplished against ARINC VDLM2 Implementation • First VDLM2/AOA Flight Against “Live” Network Occurred on November 20, 2000 • Collins Test Aircraft Exchanged VDLM2/AOA Messages • FAA Tech Center VDLM2 “Test Stack” • Tested VDL link establishment, data delivery, and disconnects

AOA Service and Ground Station Roll-Out Approach • Initial Operational Capability • Limited Coverage Area Currently Established • Anticipate Very Few Aircraft Equipped • avionics certification activities • AQP activities • Operational Service Evolves & Expands • En-route Service Coverage Deployed • System Enhancements are Implemented • VDLM2 AOA Equipped Aircraft in Revenue Service • AOA Service will Remain • No “Sunset” Date

AOA Initial Coverage and Expansion • Initial Coverage to Support Avionics Certification over two geographic areas • Three Ground Stations Deployed in Washington • Boeing and Honeywell certification activities • Deployment complete in early November • Three Ground Stations Deployed in Iowa • Rockwell Collins certification activities • Deployment complete • Coverage Expansion • Driven by the Following Factors • Alleviate ACARS RF Congestion • Airline Coverage Needs • Aircraft equipage rates

Summary • Roll-out of VDL Mode 2 Has Begun • Program is On Schedule to Deliver VDL Mode 2 as Planned • Industry Interoperability Testing has been Very Successful • VDL Mode 2 ATN Capability to Deliver ATS Messages will be Demonstrated in 2001 • Aggressive Service Coverage Expansion throughout the US will Occur Beginning in 2001
