  2. Strengths • Instruments exist • Some machinery has survived • Some NGO’s have survived • Gender expertise exist, mostly outside government

  3. Weaknesses • Technocratic approach altogether • Weakening of good instruments • Lack of transparency • Fragmentation of equality policy • Lack of implementation on most areas • Lack of responsibility • Lack of resources • Limited gender equality goal (labor only)

  4. Opportunities • Thank goddess for the European Union • Lots of women in politics, including some feminists (mostly opposition) • Very good, concrete NGO plans about what needs to be done

  5. Threats • Shift in political will, from some to zero • Less support for gender equality in the population • Racism in policies • A political culture that does not mind lying, actively or passively
