4. To ensure that potentially hazardous activities are carried out in a safe and proper manner by knowledgeable and experienced persons who will always have the safety and wellbeing of the young person uppermost.
5. The authorisation requires 2 signatures: Approved Technical Assessor District Commissioner
6. 1 Technical Competence2 Scout Association Rules3 Child Protection (not for personal permits)4 Personal Suitability
7. The standard of Technical Competence required is usually linked to the training schemes operated by the appropriate National Governing Bodies, e.g. British Canoe Union Mountain Leader Training UK etc.This is assessed by the Approved Assessor and looks at the specific technical and group management skills required to run the activity. It is usually assessed through a practical assessment.
8. This looks at whether the Applicant is aware of the activity Rules and how they affect the activity within Scouting.
9. This will be carried out by the responsible Commissioner and ensures that the necessary Personal Enquiry checks have been carried out and the appropriate child protection training has taken place.
10. This is carried out by the responsible Commissioner, often in conjunction with a Group Scout Leader or similar, to check the Applicant is suitable (in terms of attitude) to be leading an adventurous activity for young people.
11. 1 – LeadershipThese permits allow you to lead anactivity for a group of young people. You need toremain with the group throughout the activity.
12. 2 – SupervisoryThese permits allow you to remotely supervise a number of groups taking part in the activity.Further details of how these permits work for eachactivity can be found in the factsheet for thespecific activity.
13. 3 – PersonalThese permits allow under 18s to takepart in adventurous activities without the need forsomeone with a leadership or supervisory permitto be present. They can participate with otherswith personal permits, but can not participate withor lead anyone without a permit.
14. There is no requirement for the activity Permit holder to have a first aid qualification.However, there must be immediate access to a first aider holding a minimum of First Response.All groups undertaking adventurous activitiesin Terrain Two must have immediate accessto someone holding a relevant and current fullFirst Aid qualification. This need not be thePermit holder.

16. 1 Height limit of 500m above sea level2 Must be within half an hour at normal walking pace (approx 2.5 km) of a source of help (e.g. road, house with phone)3 No scrambling involved
17. 1 Over 500m but less than 800m above sea level2 More than 30 minutes but less than 3 hours from a source of help 3 There must be no scrambling required
18. 1 Over 800m above sea level2 More than 3 hours from help3 Some scrambling involved
19. Terrain 1 Summer conditions? Terrain 1 Winter conditions? Terrain 2 Summer conditions? Terrain 2 Winter conditions
20. Winter refers to when winter conditions, includingsnow and ice, prevail or are forecast. This cannotbe defined by a portion of the year. Snow / icecover is not the only defining feature. Severe cold,high winds and shortened daylight hours shouldalso be considered.Summer means any condition not covered underwinter.
