The AfDB’s STATISTICAL CAPACITY BUILDING PROGRAM: with reference to the 2020 ROUND OF POPULATION AND HOUSING CENSUSES :2015 - 2024 Statistics Department African Development Bank
Major goals of the 2020 Africa programme on Population and Housing Censuses • To provide direct technical support necessary for census planning, management, data collection, processing, analysis and dissemination; • To build technical capacity on the different phases of a census operation; and • To support countries in difficult circumstances to prepare to conduct population and housing censuses.
Partnership and Coordination • Pan African organizations (AU, AfDB & ECA), • RECs, • UNSD, • UNFPA and • Other international organizations.
Opportunities for census taking • Government political commitment • Internationally agreed concepts, methods, standards and guidelines • Internationally and Regional agreed development initiatives i.e SDGs, Africa Agenda 2063, AfDB Ten Year Strategy (2013 -2022) & High 5s. • Use of technologies in census operations, ie Global Positioning Systems (GPS)

Implementation strategy • International concepts, methodologies and standards: Assisting countries to implement the UN P&R and the African Addendum for PHCs and other supplement guidelines, manuals and documents. • The 2020 Africa Programme on Population and Housing Census Decade website • Building sustainable capacity: training workshops: study visits; direct technical assistance to countries; and providing support on the preparation, production and use of advocacy materials • Organizing seminars on priority topical technical subjects

Centres of Excellence • UNFPA, ECA and AfDB …. Conversation started in 2014 to promote and facilitate the use of efficient and effective technology in African censuses, in particular the use of handheld devices in census enumeration. • Resolution 8 of the 11thAfrica Symposium on Statistical Development (ASSD), held in Libreville, Gabon in Nov 2015, reads “We shall establish a working group to define criteria and scope of centres of excellence in ICT-enabled mapping and data production, analysis, dissemination and management that cater to the specific needs of countries for the successful implementation of the CRVS strategy and the 2020 round of censuses in rollout countries in support of the Africa Agenda 2063 and Sustainable Development Goals consistent with SHaSA priorities”.
Centres of Excellence • Reference Centres in Censuses with Electronic Data Collection in Africa -organized by IBGE of Brazil and UNFPA. • MoU signed between NSOs of Cabo Verde, Sierra Leone, Cote d’Ivoire, South Africa and Brazil and UNFPA in New York. • It is expected that AfDB and ECA will provide catalytic support to these centres through this work plan
Governance Arrangements • Africa Census Coordinating Committee (ACCC) – to be established following the resolution of the 9th meeting of CoDG, Libreville, Gabon, Nov 2015 • Membership: ECA, AfDB, UNFPA and census offices of 6 to 8 countries representing the sub-regions in the continent. • ToR of the ACCC will be drafted by ECA, AfDB, UNFPA and ASSD.
