Sub-recipient = Grantee = Responsible Entity (RE) • Chief Elected Official/Head of Company = Certifying Officer • Certifying Officer represents RE in court • Delegation of Authority (ENV-DOA) • Designate Environmental Review Officer • Employee of the RE or contracted • Must follow proper procurement procedures Sub-recipient (Grantee) Responsibilities

  3. Create an Environmental Review Record (ERR) • Classify Activities Correctly • Conduct Environmental Review • Complete Public Notification Correctly (if required) • Submit the Required Documentation Environmental Review Officer’s Responsibilities
