Introduction • Historical developments in US healthcare is interesting. • Understanding it is critical to all consumers and policy makers. • The major political platforms have different views when it comes to healthcare. • Understanding the history is important in both professional and personal aspects of medical consumerism (Burnham, 2015)

  3. Background • Historical development of US healthcare is seen in the context of primary, secondary and tertiary prevention of diseases. • Historical progress has impacted the above in the context of major developments. • Furthermore, historical changes have been witnessed in four scenarios namely medical education, medical practice, public health and insurance. • The historical analysis to focuses on the above components.

History of US Health Care • Early medical practitioners did not have training or even licensing in medicine. • In the year 1800, medical profession became cohesive in the context of advanced practices offered (Smith, Wertheimer, & Fincham, 2013). • American Medical Association was formed in 1847. • Medical curriculum and admission testing was formed in 1910.

History Continued… • Milestones in hospital system were also witnessed. • Early 19th Century saw the establishment of poorhouses as makeshift hospitals. • In 1930-40s, ownership of hospitals changed from the physician to the government. • Patient Bill of Rights was passed in 1973. • Emergency Medical Treatment and Active Labor Act was passed in 1985.

History Continued… • Public health has changed in the entire history of the US. • The concept was born in 1700 due to the works of Dr. John Snow, Lemuel Shattuck, and Edwin Chadwick (Miles, 2012). • Public health departments were set in 1900. • John Hopkins University established public health school in 1916. • Some of the historical achievements in public health include vaccination. • The developments have led to establishment of Healthy People 2000, 2010 and 2020.

History Continued… • The first insurance company was set in 1847 in Boston. • In the year 1913, , International Ladies Garment Worker started a program that would help in providing insurance to the workers. • A group insurance plan was formed in the year 1929 for teachers in particular hospitals in the state of Texas (Loker, 2012). • Social Security Act was passed in 1935. • Universal Health Insurance Plan was proposed in 1993 but it failed to pass. • Medicaid and Medicare came into law in 1960.

Republican Party Views • In 1993, Republican Party Reform declined healthcare reform. • Currently, the party opposes the Affordable Care Act. • The party instead advocates for free marked and patient-centered care • Republican argue that citizens should be given the mandate of managing health care costs (Jonas, Goldsteen, & Goldsteen, 2007). • Republicans argue that there should be reforms on health care to increase free will.

Democratic Party Views • Democratic Party view on health care relies on the aspect of accessibility, affordability and quality care. • The support individual healthcare for all. • They are in support of Affordable Care Act and Medicare. • They show affection towards stem cell research which will lead to treatment of diseases in the future. • They believe that Medicare Act should not phased out since the elderly deserve it due to their hard work and responsibility for the country.

Conclusion • Historical development of US healthcare has many twist and turns. • Despite the reforms and legislation, disease rates are still way up. • The history of US health care will offer potential solutions for the future. • Despite the political divide on the issue, future changes should engender at ensuring access quality, and cost (Burnham, 2015).
