Since 2006: Personalised Project for Access to Employment (PPAE) and Personalised Monthly Monitoring A service offer aimed at finding employment New classification based on employability, and no longer on the jobseeker’s level of autonomy: Calculation of the potential risk of long-term unemployment at the time of registration Taking into account of the labour market (booming / declining professions) Current methods of monitoring job seekers
Differentiated job search according to the employability as assessed by the adviser Each job search is combined with a service offer Personalised monitoring of job seekers by a specifically-assigned adviser The handling procedure and service offer organised with UNEDIC (French national organisation managing unemployment benefit schemes) Internal ANPE teams dedicated to support: « "Cap vers l’Entreprise" (“Destination: entreprise”, scheme aimed at job seekers with a risk of long-term unemployment. The job search is defined without the issues related to job seeking Current methods of monitoring job seekers In 2007 15,095,572 contractual interviews conducted in connection with personalised monthly monitoring.
Current stages for job seekers • Registering at the ASSEDIC • 1st assessment of employability • Preparation of the interview • Assessment of the indemnity • Interview at the ANPE • Diagnosis by the adviser and development of the job search process • Creation of the Personalised Project for Access to Employment (PPAE) • Information concerning rights and duties • Monthly monitoring from the fourth month until return to employment (apart from over-fifties)
Services for job seekers PPAE and personalised job search • The Personalised Project for Access to Employment (PPAE): • this is defined during the first interview and constitutes the job seeker's road map. • developed and enhanced in the course of the job seeker's search for employment. • The PPAEis intended as a realistic plan for finding employment, defined with the job seeker. it takes into account the situation of the job seeker and of the labour market.

Services for job seekersMonthly monitoring Monthly monitoring begins four months after registering at the ANPE this involves: Contact with a personal adviser Monthly meeting to review the job search process Action to be taken before the next meeting Monitoring until return to employment
Assisted search process • Profile: Barely employable job seekers due to the unsuitability of their qualifications for the labour market, or the existence of obstacles to employment. • Objective: remove the obstacles, narrow the gap between the job seeker and market requirements • Service offer: • Internal support service ("ALE" or "Cap vers l'Entreprise" adviser) • Co-contracted support service: APEC, Mission locale, Cap Emploi • Support service subcontracted to private operators financed by the unemployment insurance office or to ANPE service providers
Assisted search process • Methods A single adviser provides intensive long-term support for the job seeker in order to: • Enhance their skills and assets • Explore areas of mobility • Define a realistic and feasible project • Target a specific sector in the employment market • Facilitate contact with companies • Readjust demands and actions • Monitor the job seeker during the initial period of employment
Services for job seekersin connection with "Pôle Emploi" • Three job search processes instead of four: Assistance, Support, Entrepreneur Assistance process • Personalized Monthly Monitoring (SMP) with help provided as from the first month Over-fifties Young people under 25 years old Employees made redundant after the agreement on job reclassification (CRP) • Collective action for other job seeker profiles during the second month (e.g. workshops)
Services for job seekersin connection with "Pôle Emploi" • Assisted search process with a single personal adviser (same methods as before) • Internal scheme: "Cap vers l’Entreprise" For six months, the personal adviser deals solely with placing job seekers, contacting them once a week, at least two interviews per month, and follow-up once they have been hired. • External assistance Private operators will be mobilised to supplement the "Cap vers l'Entreprise" scheme
