HISTORY OF CGS • ESTABLISHED IN 1895 IN CAPE PROVINCE • ESTABLISHED IN 1898 IN THE ZAR • ESTABLISHED IN 1899 IN NATAL AND ZULULAND • CONSOLIDATED IN 1913 AS THE GEOLOGICAL SURVEY OF SOUTH AFRICA • COUNCIL FOR GEOSCIENCE WAS ESTABLISHED IN 1993 • GEOSCIENCE ACT, ACT 100 OF 1993
MANDATE OF THE COUNCIL FOR GEOSCIENCE • TO DO THE SYSTEMATIC GEOSCIENCE MAPPING FOR SOUTH AFRICA (ON AND OFF SHORE), TO COMPILE THE DATA AND PUBLISH IT FOR PUBLIC ACCESS. • TO COLLECT, ARCHIVE AND ARRANGE PUBLIC ACCESS TO ALL GEOSCIENCE DATA AND INFORMATION IN THE REPOSITORIES • TO CARRY OUT BASIC GEOSCIENCE RESEARCH TO UNDERSTAND GEOLOGICAL PROCESSESS BOTH PAST AND PRESENT.
TO RENDER GEOSCIENCE KNOWLEDGE SERVICES TO THE GOVERNMENT ON REQUEST. • TO MANAGE A NUMBER OF NATIONAL FACILITIES ON BEHALF OF THE NATION. THESE INCLUDE: • GEOSCIENCE MUSEUM • NATIONAL BOREHOLE CORE REPOSITORIES • NATIONAL SEISMOLOGICAL NETWORK • INFRASOUND OBSERVATORY • NATIONAL GEOSCIENCE DATABASE • TO RENDER GEOSCIENCE SERVICES TO EXTERNAL CLIENTS ON A COST RECOVERY BASIS
FINANCIAL PERFORMANCE OF CGS DURING 2002/3 • THE CGS INCOME FROM SERVICES INCREASED FROM R22,65 MILLION TO R31,0 MILLION • INTEREST INCOME INCREASED FROM R 9,32 MILLION TO R 11,332 MILLION • PROFIT INCREASED FROM R16,962 MILLION TO R19,335 MILLION • THE ABOVE FIGURES ARE NOT YET THE FINAL FIGURES FOR THE YEAR.

MAJOR NEW PROGRAMS WHICH STARTED DURING THE PAST YEAR • COMMENCED WITH THE MAPPING OF THE SOUTH AFRICAN CONTINENTAL SHELF • PREPARATION FOR THE START OF THE AIRBORNE GEOPHYSICAL MAPPING OF SOUTH AFRICA • DEVELOPMENT OF AN INTEGRATED MARINE MANAGEMENT SYSTEM FOR KWA-ZULU NATAL • PREPARATION FOR THE IMPLIMENTATION OF THE NEW MINERALS AND PETROLEUM RESOURCES ACT • AFRICAN CONTINENTAL SHELF STUDY • CONTINENTAL LITHOSPHERE PROGRAM
FIVE YEARLY INTERNATIONAL REVIEW OF CGS • REVIEW FOUND THAT CGS IS A WORLD CLASS ORGANISATION • PROGRAMS AND PRODUCTS ARE OF EXCEPTIONAL QUALITY AND APPROPRIATE FOR SOUTH AFRICA • CURRENT LEVEL OF COMMERCIAL INCOME IS ACCEPTABLE • SIGNIFICANT NEW INVESTMENTS ARE NEEDED TO ENSURE THAT THE RESEARCH INFRASTRUCTURE REMAINS WORLD CLASS. • SALARIES ARE TOO LOW AND CAUSE A LOSS OF STAFF
LEVELS OF BASIC, CUTTING EDGE RESEARCH IS TOO LOW TO SUSTAIN EXCELLENCE IN FUTURE • TOO FEW STAFF MEMBERS WITH AN ACCEPTABLE SCIENCE CITATION INDEX RATING • THE RESEARCH BUDGET SHOULD BE RINGFENCED AND ADDITIONAL DEMANDS WHICH ARE PLACED ON CGS SHOULD BE CONTRACTUALLY ESTABLISHED AND FUNDED • CGS SHOULD CONTINUE TO ADRESS THE SOUTH AFRICAN, SADC AND AFRICAN MARKETS AS ITS FIRST PRIORITY • CLOSE RESEARCH COOPERATION WITH UNIVERSITIES SHOULD BE FOSTERED
PREPARATION FOR THE IMPLEMENTATION OF THE • MPRD ACT. • CGS NEW FUNCTIONS IN RESPECT OF SUPPORTING • THE IMPLEMENTATION OF THE NEW ACT ARE: • ASSESSING AND EVALUATING EXPLORATION PROGRAMS • ASSESSING AND EVALUATING GEOLOGICAL DATA FOR MINING LICENCE APPLICATIONS • CURATING EXPLORATION PROGRAMS AND REPORTS • SELECTING CORE FOR STORAGE • INVESTMENT PROMOTION
PREPARATION FOR THE IMPLEMENTATION OF • THE MPRD ACT. • AS PART OF PREPARATIONS: • A CGS LICENCING CADASTER SYSTEM IS CURRENTLY BEING INSTALLED AT ALL DME OFFICES • CORE STORAGE FACILITIES ARE BEING EXTENDED • A SEPARATE UNIT TO SUPPORT THE NEW ACT WILL BE ESTABLISHED.
NEW STRATEGY FOR CGS • AS PART OF POSITIONING THE CGS FOR THE FUTURE, A STRATEGIC SESSION WAS HELD FROM 14 - 16 APRIL 2003. • SIX FOCUS AREAS HAVE BEEN IDENTIFIED: • 1. GEOSCIENCE RESEARCH AND MAPPING • e.g. Geological, geophysical, geochemical mapping • 2. GEOSCIENCES APPLICABLE TO ENGINEERING GEOLOGY/ CONSTRUCTION AND PHYSICAL HAZARDS • e.g. Dam sites investigations • 3.GEOSCIENCES APPLICABLE TO WATER MANAGEMENT. • e.g. Groundwater investigation and management of water supply systems
4. GEOSCIENCES EDUCATION AND INFORMATION • e.g. Development of leaner materials, industry training, palaeontology heritage information • 5. MINERALS AND ENERGY RESOURCES • DEVELOPMENT • e.g. Attracting investment, poverty alleviation projects, SMME and BEE • 6. ENVIRONMENT, WASTE MANAGEMENT AND CHEMICAL HAZARDS. • e.g. Mine Pollution, medical and health geology
BUSINESS PLANS FOR EACH AREA ARE BEING DEVELOPED. NEW STRATEGY TO BE IN PLACE BY NEXT YEAR.
