Good To Great Our ‘Hedgehog’: Grassroots Advocacy To agressively advocate in order to create the future of senior services for Pennsylvania
Advocacy? Us? • ‘Policy’ impacts your mission • Much of what goes on here every day is determined by laws and regulations • Policy gets made with or without you: If you don’t participate in making policy, who does that leave?
Not Just for ‘Hired Help’ - Legislators much more responsive to their constituents than to ‘hired guns’
‘Inside’ and ‘Outside’ Game • Inside • PANPHA staff & contract lobbyist meetings with lawmakers and staff • Analysis and information to committees and legislative offices • Testimony before committees • Negotiating with policymakers and other lobbying interests • Capitol-based media activities • Outside (“grassroots”) • Local visits by constituents • Letter-writing campaigns • Coalition building • Local media activities (editorial boards, localized stories, letters to editor, etc)
Two way street…. • The insiders need – and need to be able to demonstrate -- ‘back home,’ ‘outside’ political support • And your feedback helps us develop, adjust and modify strategy and tactics
A Role for Everyone… Board Members • Community ‘movers and shakers’ • Letter writing • Phone calls • Meeting legislators/policymakers • Outreach to business groups, professional associations, Kiwanis/Rotary/Lions, churches

A Role for Everyone… Residents and families • Can be most powerful lobbyists • Stories, stories, stories !!!! • PANPHA and to some extent facility staff considered ‘special interests’: Residents and families are real people

Personal Care Home Regs • New Regulations went into effect Oct. 24, 2005. • PANPHA was only state Association to openly oppose the regulations. • Provider lawsuit successful in gaining temporary injunction of several provisions.
