Integration so far … Dave Brown Refugee Integration Manager
Integration – the early years • Kosovan Programme • Dispersal • Strategy 2003 – 2006 • Integration projects across region • Voluntary sector, Local Authorities, RCOs etc • SUNRISE
Refugee Integration Programme • Refugee Integration Manager at YHRMP • 3 year programme funded by Yorkshire Forward • Provide strategic co-ordination of refugee integration in the region
Why Integrate? Why Strategise? • Refugees and asylum seekers have specific needs and suffer from multiple disadvantage, exclusion and inequalities • 28,000 – 39,000 refugees and asylum seekers in Y&H (June 2009) • 0.5% - 0.75% of the total population of Y&H
The Evidence Base • Consultation • Largest ever with refugees and asylum seekers • Other consultation with organisations • Research • ‘Refugees, asylum seekers and migrants in Yorkshire & Humber, 1999 - 2008’ • Migration Research Database
Integration for whom? • “Integration should include all refugees and asylum seekers… beginning when they enter the region and continuing for as long as they remain” • “…local… two-way… and the responsibility of everyone in Yorkshire and Humber”
The Vision Refugees and asylum seekers find sanctuary in Yorkshire and Humber, become full members of society and contribute to all aspects of life in the region
Action Plan • Regional actions relating to refugees and asylum seekers • 100 Actions from 40 organisations • One Year review – July 2010
Recent UKBA programmes • Gateway (2005 - ) • RIES (2007 - ) • CRD – a lot more refugees, but most integration support not funded
Other Regional Programmes • Refugee Communities – BASIS and Forums • Health, teachers, women, arts, refugee week, awareness raising … • Local Integration projects
Refugee view of the strategy • “I was so delighted to go through the documents and being an asylum seeker, I’m really pleased to learn about all the activities lying around this very important issue. Honestly speaking since my arrival in the UK as an asylum seeker with my wife and children I’ve always felt that we made a huge criminal offence, What the team is doing gives me a sense of pride for living in the UK and particularly Yorkshire… “What you do has greatly helped me gain my lost self esteem as a human being. I wouldn’t be wrong if I said that I’m an entirely different person now. I share this with you as this is actually an achievement for you. The indirect effect which has boosted my morale will take long to fade out”
