Strengths Cultural and societal premium on intellectual pursuits – Rabindranath Tagore Large number of educational institutions set up during the British era Premier national research institutions located in the State Large number of faculty retired from these institutions; still available for being tapped Large number of academics teaching abroad and willing to return to the state
Weaknesses • For thirty five years: • High degree of politicisation / unionisation of higher education • Appointments to high offices made on considerations other than merit • Degeneration in quality of higher education • Lack of accountability at all levels • Governance structures dysfunctional • No significant public investment in higher education • Large number of vacant teaching and non-teaching posts
Opportunities • Political will of the Government – turn around the education sector • The State Government is committed to increasing public investment • It is also welcoming private investment in higher education • RUSA – has come at an opportune time • Effort to de-politicise appointments to senior positions
Challenges : Expansion, Excellence & Equity • Expansion • Total population of the State:9.13 crore • Total no. of higher education insttns:1206 • PTR: adverse compared to UGC norm • Skewed distribution / expansion. Kolkata, North and South 24 Pgs, Hooghly and Darjeeling on one hand; the two Dinajpurs, Jalpaiguri, Coochbehar, Malda and Msd on the other
Challenges : Expansion, Excellence & Equity • Excellence • Attendance of both students and teachers not satisfactory • Most HEIs following 5-day week contrary to UGC’s guidelines • Unemployable graduates • Syllabi have not been revised / updated for decades • UGC’s guidelines for promotions have not been implemented in letter and spirit • Low priority to research
