  2. Rural Hospital in 1999 • Information technology had arrived in other industries and larger hospitals • Small rural hospitals had only financial systems – some considering patient records • Few computers; limited internet access

  3. Illinois Department of Public Health – Center for Rural Health – vision to provide funds for telehealth equipment and access to broadband Each new CAH received a grant for video equipment and access to broadband Hired a technology coordinator for this project Critical Access Hospital Program

  4. CAH Telehealth Services • Technical Assistance • Video equipment – network can connect up to 4 sites (meetings and education) • Internet/broadband access – increase technology and start at PACS

  5. Support of SIU School of Medicine Telehealth • Education and Training as to how to use video conferencing • Broadband support – started with 6 and now can access up to 14 sites interactively • Grand Rounds • Saved CAHs travel time and money as well as expanded opportunities

  6. ICAHN Focus on HIT • Top Priority for critical access hospitals • Video equipment and access for all members • Increase awareness and provide information to members on best practices/equipment • Continue to provide HIT technical assistance expertise • Member survey • HIT Workgroup

  11. Rural Hospitals Today • Resources – Cost is tremendous • Difficulty of duplication as we transition • Multiple systems – how to connect • Trained and available staff • Good programs • Public awareness • ICAHN goal – continue to support our rural hospitals for connectivity

Pharmacy Night Service Beta Project • Pharmacy User Group & HIT Workgroup • Premise: to provide cost effective remote pharmacy approval of new orders using a single product capable of running multiple institutions and multiple formularies in a federated database. • This solution would allow a single pharmacist to service multiple CAH concurrently.

Pharmacy Night Service Beta Project • New orders would be scanned and uploaded thru a gateway to a facility specific folder • Pharmacist on call would be notified • Pharmacist would review order utilizing beta software • Pharmacist would approve the order and notify CAH electronically or by label print.

  14. Pharmacy Night Service Beta Project • Scalability • Interfaces with hospital information system for demographic data • Interfaces with hospital pharmacy system for patient profiles • Interfaces with hospital information system for charge passing.

Health Information Technology Network Implementation Grant 2007 • Awarded $1.6M by the U.S. Department of Health and Human Services, Health Resources and Services Administration to the Illinois Department of Public Health. • IDPH has contracted with the Illinois Critical Access Hospital Network to oversee the project.

Health Information Technology Network Implementation Grant 2007 • Ultimate purpose of the project: Outcomes • Improved documentation of care • More timely communication of clinical information and prevention of duplicative services • Error reduction and quality enhancement through the use of evidence-based clinical decision support software • Improve protection of health care information through digital security and access authorization mechanisms • Improve data collection to support more rapid disease surveillance and public health response
