Background • EU Commission ’found’ euro 0.25 mill. • EU NEC Directive = Gothenburg Protocol • Compliance can be legally enforced. • Existing Guidebook not adequate for enforcement. • Too much advice, not enough instruction. • Open contract for Guidebook revision. • Finished in time for revised NEC Directive. • Agreement between EU/EEA/UNECE

The story so far.... • June 06 – TFEIP technical meeting • Proposal announcement by EU/EEA/UNECE. • Draft contract to be presented to full TFEIP meeting (Oct 06). • Expert Panel leaders agreed to join consortium with AEA-T (UK). • AEA-T – editing, project management. • Expert Panels – expertise.

  4. Aug - Sept 06 • EU issue contract tender, deadline Sept 06. • AEA-T + TNO (NL) agree joint bid. • AEA-T and Expert Panel leaders are subcontractors. • Minimal resources to Expert Panels. • Expert Panel leaders withdraw from negotiations. • TNO win contract.

  5. Oct 06 – Jan 07 • Pressure at main TFEIP meeting for increased role of Expert Panels. • Meeting between EU/EEA/UNECE (including Expert Panels) to resolve issues.

  6. Guidebook revision • Guidebook will be restructured. • Separate guidance and scientific documentation. • Separate text and numbers. • Easier to update. • Harmonisation with IPCC Guidelines. • Reduce duplication for inventory compilers. • Increase consistency. • Three tiered system. • Legally binding document remains printable. • Emission factor database optional.

Guidebook revision • UNECE & EEA retain ownership of Guidebook. • Expert Panels remain responsible for Guidebook. • Final editorial responsibility. • EU/EEA/UNECE + Expert Panel leaders form Advisory Editorial Committee. • TNO + AEA-T – technical editing. • Expert Panels provide expertise where necessary.

  8. Guidebook revision • Increased resources to Expert Panel (up to 20% of contract). • Jim Webb (AEA-T) responsible for agriculture sections. • Limited need for additional expertise. • Consultancy (hourly) basis.

  9. Timeline • Mar 07 – Meeting between J. Webb and NJH concerning structure of agriculture section. • Apr 07 - Inform Expert Panels about contract. • May 07 – Presentation by TNO of proposed Guidebook structure. • May 07 – Advisory Editorial Committtee meet. • Oct 07 – Progress report to full TFEIP meeting (Dublin).

  10. Role of Expert Panel in future • Guidebook revision should make maintenance easier. • Tier 2 will not be adequate for policymakers if emissions need to be reduced. • Cost effectiveness of abatement measures will need quantification. • Abatement measures only introduced in Tier 3 methods. • Continued need for development of Tier 3 approaches.

  11. How do we increase resources? • Increased role of EU. • Many UNECE countries are now EU members. • EU is obliged to issue open contracts. • Expert Panels have no legal basis. • EU cannot sign a contract with an Expert Panel. • Expert Panel could form consortium but: • consortium structure should match demand of tender. • expertise from several Expert Panels will often be required. • Need ad hoc approach.
