Indicator 1 – Current Targets and Goal • For the development of the State Performance Plan, we used the 2014 graduation goal of 98%, based on Wisconsin’s NCLB Consolidated State Application (September 1, 2003 submission) • CIFMS Stakeholders developed plateau-step targets demonstrating substantial improvement to 2010-11.
OSEP Guidance for APR – Changes to Indicator 1 • Indicator 1: Percent of youth with IEPs graduating from high school with a regular diploma. (20 U.S.C. 1416 (a)(3)(A)) • Measurement: States must report using the graduation rate calculation and timeline established by the Department under the ESEA • Instructions for Indicators/Measurement: Targets should be the same as the annual graduation rate targets under Title I of the ESEA

Wisconsin SPP Graduation Rate Target • Indicator 1 targets should be the same as the annual graduation rate targets under Title I of the ESEA • Indicator 1: Eighty percent of youth with IEPs will graduate from high school with a regular diploma.

Wisconsin DPI – ESEA Graduation Rate Workgroup • A DPI cross-agency ESEA workgroup has been convened to set new graduation targets demonstrating continuous and substantial improvement in 2010 • The Special Education Team is represented on that workgroup • Because of OSEP’s new directive, our Indicator 1 targets will be aligned with the new ESEA targets once they are developed
