Terms and Sessions • The Constitution requires Congress to meet at least once per year. (Sessions) • The president can call a special session • Joint session- when both houses meet together
Organization of Congress • The Constitution has 3 rules for how Congress is organized • The HOR select a presiding officer • Names the Vice President, president over the Senate • Allows for a Senator to fill the spot when the VP is absent
The Senate • President pro-tempore- elected by majority party to fill the spot of VP • Each party has a whip • 20 committees
HOR • Speaker of the House- presides over the House • No one can speak until called on by the speaker • Committees are organized about the same as the Senate

Majority Whip • Democrat Jim Clyburn
Minority Whip • Republican Eric Cantor
