  1. “Requirements” based acquisition of IT is hard-broke! Business “Desirements” are not being met using ‘requirements based’ development What follows is an empirical discussion on past and future IT project success

  2. “Six out of Ten” projects are Dead on Arrival - DOA • Increasing in percentage of failure based on the costing size of the project – (Sessions’ Law 2011) • Any project over $1 Million has less than 75% chance of success – (Standish 2009/Sauer 2007) • Some of these failed and failing projects can last for many years; supporting hundreds of IT personnel http://www.authorstream.com/Presentation/RogerSessions-1204668-the-relationship-between-it-project-size-and-failure-rates

Of the 4 remaining projects • 2 out of 4 are late and or over budget – (Pew Center on the States) • (Schmirk’s Law) Of the 20% of projects that make it to ‘completion’ on time and or on budget: • 1 of these remaining 2 has ill-defined user ‘desirements’, stale and or maligned to business needs • Meaning there is a 50% success in collecting and delivering business functions and capabilities using requirements based acquisition and development

  4. The Bottom Line • The IT profession in using “requirements based acquisition and development” is continuing to deliver at a 10% success rate

  5. There are No Silver bullets, but! • Breaking projects into “optimized” size and budget increases the chances for success • These smaller projects have proven to be successful using Agile/Scrum/Sprint/Retrospective techniques, methodsand patterns • Are you ‘doing’ Agile or ‘are’ you Agile? “Let the SCRUM begin!”
