Whatisthe PCC Network of information on Cadastre to facilitate: exchange of information, expertise, best practices amongitsmembers Link between cadastral institutions and the organs of the European Union and other entities requiring cadastral information to carry out their activities.
Our limitations Permanent Committee on Cadastre in the EU is: Focusing its work exclusively on the Cadastre and on the users of cadastral information. Limiting its activity to the Member States of the European Union and to the candidate countries for adhesion. Limiting the representation of each Member States to a single institution per country.
Scenario 1 This scenario outlines the situation jointly proposed by EuroGeographics and the three followingpresidencies where PCC becomes an operating KEN of EuroGeographics
Scenario 1 Operating principles The PCC becomes a Knowledge Exchange Network (KEN) of EuroGeographics The PCC retains its name and has its own work plan A President with 6 month’s office, normally aligned to the EU Presidency, chairs the PCC KEN Non EU members of EuroGeographicsmay participate at workshops and Plenary meetings The PCC President may attendand participate in meetings of the EuroGeographics Board, as an observer
Scenario 1 BENEFITS A possible single voice for cadastre in Europe Stronger more active representation in EU policy circles, the World Bank A physical presence in Brussels; A permanent secretariat and continuity of administrative issues; Sustained and increased financial support for PCC activities; Broad focus on cadastral aspects such as geographical, juridical and economic aspects
Scenario 1 BENEFITS Reduced operational costs for members EU institutions preference for dealing with one issue through one organisation Increased focus on tangible projects advancing Cadastre nationally and at European level Not ‘competing strategies’ A strong legal basis for the activities of the PCC
Scenario 2 Clarification of theMoU between PCC and EuroGeographics is clarified in order of supporting a closer operational cooperationsuch as: • Establishment of more formal channels of communication in order of tracking, evaluating and exchanging information focused on cadastral issues • Outlining concrete common projects • Agreement of a concrete future plan for the arrangements of joint workshops, seminars etc.
Scenario 2 BENEFITS ‘Stand-alone’ status Organisational structure of PCC unchanged Possibility for stronger more active representation of cadastral issues in EU policy circles Better possibilities for coordination between PCC and EuroGeographics Broad focus on cadastral aspects such as geographical, juridical and economic aspects
