About the Presidency • Political meetings • Over 1500 meetings in Brussels and more than 200 in Vilnius • 15 Informal Ministerial meetings • 20 000 and upwards official guests expected in Vilnius • €62 million budget for 2012–2014 • Includes all Presidency-related activities of all public institutions • Among smallest budgets of EU presidencies • Some 1500 Presidency team members • 188 persons in Permanent Representation • Presidency Coordination • Ministry of Foreign Affairs as horizontal coordinator • Brussels-based Presidency

European Union in 2013 • EU moving towards economic recovery • Need to ensure growth, job creation and better competitiveness • Implementation of EU political agreements • End of EU legislative cycle • New elections of European Parliament in May 2014 • Finalization of legal framework related to EU MFF 2014–2020 • Finalize the legislative process on time

Credible Europe • Sustainable Finance • Proceed with discussions on deepening of Economic Monetary Union • Progress on Banking union (discussion on Single Resolution Mechanism) • Implement enhanced economic governance framework • Implement EU Fiscal Compact, focus on balancing national budgets • Prudent application of the Stability and Growth Pact (reinforced by six-pack) • Strengthen budgetary surveillance mechanisms in Euro area (implementing two-pack) • Discuss ex-ante coordination of major economic reforms in Euro area • Protect financial interests of EU and Member States • Progress on actions to fight tax fraud and tax evasion, including by means of criminal law • Fight against smuggling • Credible Europe for citizens • Focus on raising public awareness of the common EU values as well as citizens’ rights

Growing Europe • Focus on EU budget for growth • MFF-related implementing acts, EU annual budget for 2014 • Boost employment • Special focus on youth employment: Youth Guarantees, Alliance for Apprenticeships • Progress on key Digital Agenda proposals • Advance proposals on TEN-TELE, e-identification, trust services for electronic transactions, broadband cost reduction, network security • Implement initiatives related to research, industry and innovation framework • Digital agenda theme in October European Council • Implement EU Single Market for growth • Complete Single Market Act I, progress on Single Market Act II • Provide better regulation and governance with special focus on SMEs • Complete EU internal energy market • Proper implementation of third energy package, and official presentation of the first Europe-wide list of Projects of Common Interests • Strengthening external dimension of EU energy policy (stock-taking of actions agreed in 2011) • Move forward macro-regional strategies for growth • Review of EU macro-regional strategies for the Baltic Sea and Danube regions

Open Europe • Strengthen Eastern Partnership • Finalize and sign Association Agreements, including DCFTAs • Advance dialogue on visa facilitation and liberalization • Continue enlargement • Advance EU accession negotiations (Montenegro, Turkey) • Progress on European perspective of other Western Balkan countries • Promote free trade worldwide and with strategic partners • Enhance economic and trade relations with the EU neighborhood policy countries • Negotiate free trade agreements with United States and Japan • Progress on effective management of EU external borders • “Smart border” package, legal migration • Promote global European leadership • Increase impact of EU Development Policy • Incourage better response to new security challenges (including cyber, energy, maritime) and closer cooperation between partners
