The 12th Man Let’s work as a team and do it my way.
How many students should we have, how many do you want? Jeff Holmes and Steve Bee TEM Conference 2006 Monday 28 August 2006
What is it all about? • Building the student load figures and from this the revenue for the university budget • QTAC (Queensland Tertiary Admissions Centre) processing centre making offers to eligible applicants • Two inter-related, entwined activities • These activities are shown from two perspectives: the centre and the faculty
QUT by the numbers in 2005 • University revenue: $477 million • HECS-HELP (Govt & Students): $108 million • Commonwealth supported student load: • 20,628 EFTSL (3.8% above DEST Target) • Faculty of Science (taught load): • Total: 2,447 EFTSL • Commencing: 1,146 EFTSL • Continuing: 1,301 EFTSL
Student Load Management • Directed, consultative process • Discussions across the university, re student load and distribution • Revenue and its distribution are directly linked to the outcomes of the load management process • Offer targets are calculated within the process • The Integrated Planning Model (IPM) provides the tools used in the process
Integrated Planning Model (IPM) • Developed in-house • Sits within the QUT Corporate Reporting (QCR) system, which includes the data warehouse • Modules for different points of the process • In July – Commencing enrolment entry module • In January – QTAC module
Timeline July commencing enrolment entry for the next triennium October QTAC on-time applications data available November review next year’s figures from July (focussing on QTAC offers) January QTAC process leading to around 10,000 offers at the start of 2006
IPM Enrolment EntryCommencing numbers entered in July and reviewed in November Faculties provide commencing enrolments Recommended offers calculated from enrolments Load for those enrolments is estimated by IPM
QTAC Offer Process • Registrar has the delegated authority to make offers • Registrar, Executive Director (Finance and Resource Planning) and their staff have developed this process in consultation with Faculty staff • During the QTAC rounds, the ED FRP and staff offer advice to the Registrar • Registrar and ED FRP discuss outcomes with VC, DVC (Academic) • The IPM is released to Faculties for comment, with discussions where appropriate with the Executive Deans
IPM QTAC Course Offer Entry - Available to the Registrar Offers made in this round Planned offers Comments Round cut-off details Offer Summaries
IPM QTAC Course Offers – Used by Faculties Faculties want to know what were the alternatives, what are they missing out on Read only; and the comments not shown
Applications by OP band database • Developed to show the alternatives • MS Access database - temporary measure • Loaded with application/offer data for each round • Courses listed by faculty, course title • Allows the cut-off to be chosen • Offers shown including school leavers/deferrals • Used by the QTAC Offer Management Group and Faculty staff
Choose the Course List of courses(Inc faculty)
Choose the Overall Position (OP) List of OPs(translates to QTAC selection rank, UAI, ENTER and TER)

And the impact is . . . Being offered V the Budget
Still to come . . . • Roll database functionality and more into the IPM • Increase visibility of campus reporting • Enable financial review and commentary • Improve reporting – up and out • plus . . .
