  3. RTAC Members • Pat Bettenberg IT Director, Benton County • Mike Disher IT Director, Morrison County • Micah Myers & Tom Hannon IT Director, City of St. Cloud • Ken Brown IT Director, Sherburne County • Bill Swing IT Director, Wright County • George McClure IT Director, Stearns County

RTAC Description • Formed July 19th, 2005 • Monthly Meetings • Minutes taken by the City of St Cloud • Chaired by Stearns County IT Director • Members contribute to agenda. • Met “back to back” with CM-Regional Advisory Committee for interoperable communications from 9/30/05 through 9/22/06 • No funding • No mandate (except for the self created one for the Quad County Group)

  6. Applications Discussed/Considered • Regional park & recreation application • Regional planning and zoning application • Regional “Crime Mapping” application • Regional “Intellisearch” application

  7. Other Subjects Discussed/Considered • Standard XML land records schema • Regional Connectivity (i.e. fiber) • Regional domain, i.e. Active Directory • Involvement of cities in portal development • Regional disaster recovery planning • Regional help desk outsourcing

  8. Selected Application for Proof of Concept “Crime Mapping” - a regional plot of criminal activity for the month of April 2006

  9. Challenges • Different law enforcement systems • Different hardware platforms • Inconsistent & poor road centerlines • Incomplete data (prior to address match) • Cumbersome & disparate processes • Data quality problems, i.e. MOC coding • Legal ramifications

  10. Address Matching Results (Using 25 Common BCA Classifications) • Benton: 30-40% match • Morrison: 20% match • St. Cloud: 60% match • Wright: 70-80% (with manipulation of data)

  11. RTAC Conclusions • Attempt POC application with cleaner data such as Park & Recreation • Keep it Simple • Work on underlying infrastructure • Regional base map • XML data schema • Improve on data collection procedures, i.e. GPS • Learn from other collaboratives • Keep talking

  12. Thoughts on Collaboration Good collaboration requires… • a ‘culture’ change – a good organizational structure by itself will not work. • a concerted effort to communicate outside our respective organizations. • rethinking how we are organized, i.e. GIS groups, IT Groups, Economic development groups, etc.
